About The Position

Frederick County is seeking a motivated and enthusiastic Program Supervisor to develop, coordinate, and oversee enrichment-based recreational programs for the community. The role specializes in creating engaging recreational opportunities, supporting program growth, and ensuring quality experiences for participants of all ages. The Program Supervisor coordinates and administers a major recreational program, develops section objectives in conjunction with the Superintendent of Recreation, and oversees specialized recreational programs and activities.

The position includes researching and reporting on recreational matters; developing and monitoring the section budget; maintaining program, revenue, and expenditure records; assisting with staff training and division policies; coordinating promotion and donations with the Marketing Manager; and working with the Operations Manager and Park Managers to prepare facilities for activities. The Program Supervisor informs the Superintendent of Recreation about section activities and oversees and evaluates staff, including personnel intake, orientation, and training requirements.

The role involves indoor and outdoor work in variable weather conditions, including exposure to high or low temperatures and wet or humid conditions. Physical demands include walking, talking, writing, typing, stooping, kneeling, bending, reaching, climbing, balancing, lifting, pushing, pulling, sitting, and gripping. The position regularly involves working with and lifting equipment and materials weighing up to 30 pounds. All positions are subject to a criminal background check for convictions related to job duties and responsibilities.

Requirements

• Graduation from an accredited college or university with major work in recreation, sports management, child education, or a related field.
• Three to four years of experience in professional community recreation, enrichment programs, STEM programs, martial arts, theater, dance, preschool programs, or a related field.
• Valid driver's license.

Nice To Haves

• Previous experience developing, coordinating, and leading enrichment-based programs and recreational activities is strongly preferred.
• Experience with STEM, arts and crafts, theater, dance, martial arts, preschool activities, or other educational and recreational programs is highly desirable.

Responsibilities

• Coordinate and administer a major recreational program.
• Develop section objectives in conjunction with the Superintendent of Recreation.
• Develop and supervise specialized recreational programs and activities.
• Research and collect data, and prepare reports on recreational and related matters.
• Develop and monitor the section budget.
• Maintain section records, including pre- and post-program reports, revenues, and expenditures.
• Assist in training professional, part-time, and volunteer personnel.
• Assist in establishing and enforcing division policies and procedures.
• Work with the Marketing Manager to plan promotion of section activities and secure donations and sponsorships.
• Work with the Operations Manager and Park Managers to ensure fields, courts, and shelters are prepared for activities.
• Keep the Superintendent of Recreation informed of section activities.
• Oversee and evaluate full-time, part-time, contractual, and volunteer staff.
• Conduct personnel intake procedures and staff orientation.
• Oversee training requirements to ensure employees are trained to perform program-related duties.
