South Coast Air Quality Management District (South Coast AQMD) is a large and technologically sophisticated environmental regulatory agency serving a four-county region. This position is in the Technology Demonstration unit of the Technology Advancement Office (TAO), reporting to Planning and Rules Manager Vasileios Papapostolou. The role involves research, development, demonstration, and deployment (RDD&D) of low- and/or zero-emission on- and off-road technologies and associated infrastructure through programs like the Clean Fuels Fund. It requires close collaboration with various state and federal agencies, academia, and private entities. The Program Supervisor will act as a subject-matter expert, represent the agency, and manage complex RDD&D projects, with a primary focus on grant management from agencies like the DOE, CEC, and CARB. Additionally, the role involves compiling and analyzing technical air quality data, applying regulations, monitoring consultants, overseeing projects, maintaining records, preparing reports, designing grant proposals, and staying current with regulations and technical developments.

Requirements

Graduation from an accredited college or university with a bachelor's degree in engineering or the physical, social, or biological sciences, depending on the particular functions of the assigned unit.
Four years of technical air quality or professional analytical experience which would demonstrate the requisite knowledge, skills and abilities defined in the job announcement for the position to which assigned.
Knowledge of a specific discipline such as chemistry, economics, environmental planning or related field, with emphasis on its relationship to air quality planning and rule development.
Knowledge of the principles, methods, and procedures of environmental review, planning and rule development.
Knowledge of the provisions of the Clean Air Act.
Knowledge of federal and State regulations regarding air quality and air pollution control.
Knowledge of research methods and techniques.
Knowledge of air quality modeling.
Knowledge of emissions calculations.
Knowledge of statistical and computer software applications common to the field and to the general business environment of South Coast AQMD.
Knowledge of computer programming.
Knowledge of principles and practices of supervision.
Ability to compile and analyze technical data.
Ability to direct and evaluate comprehensive planning and research studies.
Ability to understand and interpret applicable laws, rules, and regulations.

Responsibilities

Supervises a professional staff unit; plans, organizes, assigns, reviews and evaluates the work of assigned staff; prepares performance appraisals, and provides technical and administrative supervision, support, coaching and guidance, as necessary.
Oversees and participates in the planning, organization and development of complex projects and programs for evaluating, maintaining and updating the Air Quality Management Plan and for developing rules and regulations.
Prepares and supervises the preparation of evaluations, analyses and other forms of quantitative assessment of air quality data; prepares and supervises the preparation of reports, scientific papers and other written documents; reviews and edits materials prepared by team members; and evaluates the effectiveness of programs and projects in progress and redirects or modifies them as necessary in order to achieve South Coast AQMD goals.
Develops and modifies computer software, as required, for carrying out work on projects and programs; and conceptualizes research models by synthesizing or modifying concepts and approaches from the mathematical, statistical and physical sciences.
Assists in the coordination of investigative projects concerned with the measurement and analysis of air quality or emission inventories and in the determination of emission reduction and source performance standards, working with engineering, source testing and other technical personnel.
May conduct workshops and meetings or provide consultation and advice to individuals and businesses in matters related to area of expertise.
Reviews and reports on research papers and technical literature pertinent to air quality planning, emissions, control and rule development.
Reviews legislation and provides technical assistance and expertise in preparation of briefs and testimony for legal proceedings affecting South Coast AQMD.
Research, development, demonstration and deployment (RDD&D) of low- and/or zero-emission on- and off-road technologies and associated infrastructure through South Coast AQMD's Clean Fuels Fund and other similar programs.
Working closely with staff at the California Air Resources Board (CARB), California Energy Commission (CEC), Department of Energy (DOE), U.S. EPA, as well as academia and private entities, including OEMs and technology providers.
Serving as a subject-matter expert in various low- and/or zero-emission on- and off-road technologies and associated infrastructure, including related regulatory requirements.
Representing the agency in meetings and making presentations to technical and non-technical audiences.
Working in close collaboration with other members of the Technology Demonstration unit and others in TAO.
Managing the more complex RDD&D projects, with a primary focus on applying for and managing grant funds from DOE, CEC and CARB.
Compile, analyze, and interpret technical air quality data from mobile sources; learn and apply South Coast AQMD air quality regulations to stationary and mobile source programs; monitor and evaluate the performance of consultants; oversee stationary and mobile source monitoring projects under minimum supervision; maintain accurate records of air quality planning, research, monitoring, or rule development projects and prepare clear and persuasive reports and recommendations; design, develop, and prepare grant funding proposal applications for submission to federal and state government agencies; represent South Coast AQMD interests at public, professional, and internal meetings and communicate with a variety of technical and professional air quality, finance and legal staff; maintain current knowledge of applicable federal, State, and local regulations and technical or scientific developments; provide expert testimony, advice, and counsel in a specialized field; apply appropriate computer-based analytical techniques to complex air pollution control problems; develop new techniques and approaches to the solution of complex air pollution control problems; proficiently use PC and mainframe software applications common to the field and to the general business environment of South Coast AQMD; read, understand, and follow verbal and written directions; communicate clearly and concisely, both orally and in writing; and establish and maintain effective relationships with all those contacted in the course of work.
