About The Position

The North Carolina Division of Motor Vehicles is seeking motivated and energetic individuals to join their team. This position, located at the DMV Rocky Mount Headquarters, is ideal for experienced transportation professionals, military veterans with relevant experience, and leaders in commercial driver training, motor carrier operations, or third-party CDL testing. The primary goal of this role is to enhance highway safety through training, education, compliance monitoring, and continuous program improvement. This position involves supervising, coordinating, and evaluating the training of new personnel and the ongoing education and certification of DMV examiners concerning Commercial Driver License (CDL) policies and procedures. It also entails monitoring employees and work related to CDL training and program compliance to ensure statewide consistency, accountability, and operational excellence.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and five (5) years of experience related to the area of assignment; or an equivalent combination of training and experience.
  • Thorough knowledge of state and federal laws and standards regarding Division of Motor Vehicle Services.
  • Considerable knowledge of personnel policies, rules, and regulations.
  • Considerable experience with Microsoft applications.
  • Program and policy management of which is supervisory in nature.

Nice To Haves

  • Experience managing or supervising commercial transportation operations, fleet safety programs, military transportation operations, or commercial driver training programs.
  • Working knowledge of Federal Motor Carrier Safety Administration (FMCSA) regulations, CDL compliance, third-party testing oversight, or commercial motor vehicle safety programs.
  • Experience developing adult learning programs, instructor certification, curriculum development, or workforce training.
  • Experience leading organizational change, continuous improvement initiatives, or technology modernization projects.
  • Experience analyzing operational data and performance measures to improve program effectiveness and customer service.

Responsibilities

  • Approves lesson plans and training programs.
  • Schedules special assignments and adjusts workloads.
  • Establishes goals and objectives for the section and develops work plans to achieve them.
  • Evaluates program performance using operational data, quality assurance findings, and performance measures to support continuous improvement.
  • Administers the Third-Party CDL Testing Program, including certification of third-party testers and examiners.
  • Monitors testing activities through analysis of audit reports, monthly reports, operational data, and Department Information Technology systems.
  • Identifies trends indicating inconsistent or substandard testing practices and develops corrective actions to improve testing integrity, consistency, and highway safety.
  • Conducts covert observations of CDL skills testing performed by third-party testers and DMV examiners.
  • Prepares reports of findings and recommends corrective actions.
  • Supports statewide quality assurance initiatives to ensure fairness, consistency, and compliance with state and federal requirements.
  • Administers the licensing program for private Truck Driver Training Schools, instructors, and recruiters throughout North Carolina.
  • Collaborates with commercial driver training providers to promote high-quality driver education, regulatory compliance, and safe commercial driving practices.
  • Stays informed of changes to Federal Motor Carrier Safety Administration (FMCSA) regulations, federal guidance, and state legislation.
  • Develops or recommends policy, procedural, and operational changes as necessary.
  • Communicates with FMCSA officials, General Assembly committees, the Commissioner of DMV, Chief Operating Officer of DMV, Chief of Staff to Commissioner, Director of Driver Services, Assistant Director of Driver Services, commercial transportation stakeholders, and other partners regarding Commercial Driver License issues and statewide transportation initiatives.
  • Identifies required system enhancements and submits Change Requests to Department Information Technology personnel for programming changes to the State Automated Driver License System (SADLS) and other technology platforms supporting CDL operations.
  • Participates in the development and implementation of new initiatives, modernization efforts, and programs mandated by changes in state law, FMCSA regulations, and federally funded grant projects.
  • Maintains North Carolina's Commercial Driver License Program in compliance with the Federal Motor Carrier Safety Regulations and the Commercial Motor Vehicle Safety Act.
  • Supports innovation, operational excellence, customer service, and the safe movement of commercial transportation throughout North Carolina.
