About The Position

The City of Stockton is searching for a part-time Office Specialist with the Community Services Department, which provides recreation and library programs, facilities, and services to the residents of the City of Stockton. Among other duties, incumbents in this position will primarily be tasked with accurately processing regular invoices from service providers, utility companies, performers, and vendors for payment and also assisting with payroll processing for the Department’s employees. The ideal candidate will have experience with data entry and/or payroll processing within a financial “ERP” system environment and/or related work. The incumbents in this position will work no more than 960 hours per fiscal year. This position is a Part-time, At-Will (Unclassified/Unrepresented) position. Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting.

Requirements

  • Graduation from high school or possession of a GED certificate.
  • Three (3) years of general clerical or office administrative experience equivalent to the City's class of Office Assistant II.
  • Valid typing certificate for at least 50 net words per minute (two years old or less).
  • Typing certificate must be a five (5) minute typing test.
  • Experience with data entry and/or payroll processing within a financial “ERP” system environment and/or related work.
  • Possession of a valid California driver's license (for specified positions).
  • Skill in taking dictation at the rate of 80 words per minute and transcribing it accurately (for specified positions).
  • Knowledge of office practices and procedures, including filing and the operation of standard office equipment.
  • Knowledge of correct English usage, including spelling, grammar, punctuation, and vocabulary.
  • Knowledge of standard office administrative and secretarial practices and procedures, including business letter writing and standard format for typed materials.
  • Knowledge of policies and procedures related to the department to which assigned.
  • Knowledge of basic record keeping principles and practices and report preparation.
  • Knowledge of business arithmetic, including percentages and decimals.
  • Skill in performing detailed complex or difficult office support work accurately.
  • Skill in organizing, researching, and maintaining office records.
  • Skill in composing correspondence independently or from brief instructions.
  • Skill in making accurate arithmetic calculations.
  • Skill in using initiative and sound independent judgment within established guidelines.
  • Skill in operating standard office equipment, including a personal computer.
  • Skill in organizing work, setting priorities, meeting critical deadlines, and following up on assignments.
  • Skill in understanding and carrying out oral and written directions.
  • Skill in reading and interpreting rules, policies, and procedures.
  • Skill in providing varied office administrative assistance to management, supervisory, and professional staff.
  • Skill in establishing and maintaining effective working relationships with those contacted in the course of the work.

Responsibilities

  • Accurately processing regular invoices from service providers, utility companies, performers, and vendors for payment.
  • Assisting with payroll processing for the Department’s employees.
  • Provides a variety of routine to complex administrative support, which may include receptionist duties, typing, proofreading, record keeping, opening and distributing mail, scheduling meetings, preparing meeting agendas and summaries, entering and retrieving information from computer databases, carrying out research and compiling reports that may require the use of arithmetical calculations, ordering supplies, processing invoices, and other duties as assigned.
  • Performance of complex or difficult office support work requiring the use of independent judgment or the application of technical or related skills.
  • Functioning as the only office support for an organizational or functional unit.
  • Project or relief leadership may be required.
