About The Position

The Program Specialist IV (Long Term Services and Supports Special Projects Policy Advisor) performs advanced consultative services and technical assistance with an emphasis on long-term services and supports (LTSS). Work involves researching, planning, developing and implementing policies and procedures. The position must be able to research and analyze federal and state policy information and prepare written reports and responses to requests for policy information. Requirements

  • State and federal laws and regulations governing the Medicaid program.
  • Long term care services for the IDD population.
  • Project oversight, including monitoring of deadlines and compliance with policies and procedures relevant to the project.
  • Facilitating meetings and ensuring that participants meet their deliverables.
  • Researching and analyzing program and policy issues.
  • Exercise sound judgment in making decisions.
  • Identify project risks and gaps and to develop recommendations to address issues.
  • Communicate effectively, both orally and in writing.
  • Work with people under pressure, negotiate among multiple parties, resolve conflicts and establish and maintain effective working relationships.
  • Work cooperatively in a team environment.
  • Two years’ experience working in a related health and human services position.

  • Graduation from an accredited four-year college or university with major course work in a related field.

Responsibilities

  • Plans for the analysis, development, implementation, and documentation of federal and state legislation and regulations.
  • Develops legislative analyses, research papers, and presentations.
  • Participates in and leads meetings related to Medicaid LTSS including workgroups and subcommittees as needed to develop program materials.
  • Sets goals and objectives, makes assignments, and reviews work products.
  • Consults with other sections or divisions within HHSC regarding the application of and interpretation on existing program policy and rules.
  • Prepares high quality written documents, including project updates, memos, summaries, legislative reports, and other documents.
  • Other duties as assigned.
