About The Position

The Program Specialist is devoted to providing journey paraprofessional level program support for the City. Depending on assignment, typical duties may include: supervising one full-time staff member and part-time staff; organizing aquatics/recreation events, activities, and/or programs; assist with preparing/editing program brochures; promoting aquatics/recreation programs; organizing trips; purchasing program materials; and/or, performing other related activities. Positions assigned to Aquatics and Recreation may be responsible for: Planning and organizing day-to-day operations of the West University Place Recreation Center and Colonial Park Pool, especially recreation programs, aquatic programs and special events; work may involve coordinating with instructors, vendors and sponsors; planning activities and agendas; and ensuring compliance with requirements. Responsible for staff recruitment for two facilities to ensure coverage of lifeguarding and swim lessons. Responsible for timely and effective scheduling of lifeguard staff and swim instructor staff. Assists Assistant Recreation Manager with mechanical operations, maintenance, cleaning, chemical treatments and facility upkeep as assigned. Responsible for effective management, leadership and ongoing training of staff to ensure emergency response is optimal and customer service is of highest quality. Includes hiring, supervising, directing, scheduling and evaluating all personnel. Responsible for serving as lead on events/projects as assigned. Responsible for developing and ensuring timely distribution marketing material: including new releases, e-blasts, e-notifications, program guides, flyers, banners, manuals, social media, marquis, website and all other communication materials as assigned, to both internal and external customers and staff. Responsible for ongoing development, management of classes, camps and other programming as directed. Includes contract development & maintenance, development of program/class, ongoing assessment and evaluation of classes, budgeting, paying instructor(s), marketing/promotion of classes, and other related details as assigned.

Requirements

  • Associate's Degree or equivalent and three (3) years of related experience in assigned area of responsibility; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

  • Lifeguard Certification
  • CPR Certification
  • Certified Pool Operator (CPO) or Aquatic Facility Operator (AFO), Lifeguard Instructor (LGI) (for Aquatics Program Specialist)

Responsibilities

  • Plans and coordinates aquatic and recreation programs, events, trips, and outreach activities; supports daily operations, assists in setting program goals, and ensures compliance with all relevant policies and regulations.
  • Supervises assigned full-time and part-time/seasonal staff by managing scheduling, task assignments, training, certification compliance, performance evaluations, and policy enforcement to maintain a safe and productive workplace; participates in hiring, disciplinary, and termination decisions.
  • Serves as a liaison for aquatic/recreation division program activities; coordinates program activities with other internal departments and external agencies, including customers, residents, community groups, vendors, sponsors, and instructors.
  • Monitors program expenses and assigned budgets; and monitors and maintains supplies, equipment, inventory, and/or other related items to ensure the efficient and effective operations of assigned area of responsibility.
  • Designs and implements marketing and outreach materials, including brochures, to promote public awareness and engagement with program offerings.
  • Delivers responsive customer service by providing information, answering inquiries, and addressing concerns from customers, vendors, and other stakeholders in person, by phone, or via email; resolves complaints as needed.
  • Prepares, updates and maintains a variety of reports, records, forms, and/or other documentation; and maintains and updates databases and other online systems and applications.
  • Performs other duties of a similar nature or level.
