About The Position

The Arizona Department of Gaming (ADG) is seeking a Racing Program Project Specialist 2. This position will be responsible for the enforcement of Arizona Revised Statutes and Arizona Racing Commission rules and regulations. The Racing Program Project Specialist 2 plays a central role in managing licensing applications, biometric processing, regulatory documentation, and data entry in accordance with Arizona Racing Commission rules and applicable statutes. This position ensures the accuracy, confidentiality, and timely processing of data related to licensees, fingerprinting, administration, and racing eligibility. The role requires proficiency in data systems, strong attention to detail, and a high level of organization and professionalism in communicating with licensees, stakeholders, and agency personnel. Requirements

• Knowledge of licensing methods and data input.
• Knowledge of Lasix information and processes.
• Knowledge of horse track operations and Racing animal anatomy.
• Knowledge of racing animal anatomy.
• Knowledge of current and emerging trends within the horse racing industry.
• Knowledge of different breeds and racing equipment used in horse racing.
• Knowledge of Adobe Acrobat, G-Suite/Workspace, and Microsoft Office software.
• Skills in identifying horses by registration certificates markings, tattoo, calyx, dimples and other characteristics.
• Skills in proper handling of horse-racing animals.
• Skills in observation and detecting violations of rules and regulations in Paddock area.
• Skills in organizing where priorities to accomplish multitude of activities.
• Skills in effective communications (written and oral).
• Skills in gathering facts, organizing, and comprehending information to make logical interpretations necessary to perform operational duties.
• Ability to work around and touch horses/livestock in enclosed/close quarters.
• Ability to adapt to changing assignments and priorities.
• Ability to respond to inquiries with tact, diplomacy, and appropriate timely information.
• Ability to work as a team player within several divisions.
• Ability to establish and maintain effective and positive working relationships with agency staff and the public.
• Ability to work independently with minimal supervision.
• Ability to be detail oriented.
• Ability to formulate appropriate courses of action and communicate those courses of action to decision making authorities.
• Requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment.
• Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)

Nice To Haves

• Administrative/Clerical experience preferred.

Responsibilities

• Responsible for enforcement of Arizona Revised Statutes 5-105 (A) and Arizona Racing Commission rules and regulations.
• Follows best practices for intake and processing horse racing's licensure, fingerprints and inputting license data into Racing Database.
• Ensure all license applicants have complete documentation prior to approving a license.
• Assists Stewards and Investigators with background checks and in the field.
• Assist owners, trainers, and breeders in preparing or processing registration certificate, portal fees, fines or corrections.
• Input license fees, generate and balance all fees at the end of each day and deposit all checks. Assist Accounting when balancing deposits and inform them of all fees paid for licenses and fines in a timely manner.
• Assist the Racing, Gaming and Facilities Department with licensing, fingerprinting, off site OTB and LEWO checks, computer data purging, adapt to and respond to urgent needs of the Department promptly, organize and prioritize multiple activities to meet operational deadlines, complete compliance checks and gather and assess information to make informed interpretations necessary for daily Departmental duties.
