Position Summary Provide overall planning, direction, and management oversight for the Tactical Systems Integration (TSI) task order. The Manager, Program/Project II is responsible for organizing and directing short- and long-range program activities; establishing and controlling technical milestones, schedules, budgets, costs, resources, risks, and performance; and ensuring coordinated execution across TSI testbed engineering, operations, test and evaluation, sustainment, cybersecurity, configuration management, and project support functions. The position serves as a primary management interface for company leadership, Government stakeholders, technical leads, and assigned personnel to achieve task-order objectives.

Requirements

  • Bachelor level degree in any technical or managerial discipline.
  • Existing U.S. Government DoD granted security clearance/eligibility at the final Secret level.
  • Ability to maintain the necessary security clearance/eligibility for continued employment.
  • U.S. Citizenship is required.
  • 10 years of professional experience in program/project management.
  • Demonstrated ability to plan and direct major programs; define technical and management approaches; establish milestones, schedules, budgets, and costs; manage resources; assess risks; and communicate effectively with Government and internal stakeholders.
  • Working knowledge of C5ISR, combat systems, Tactical Data Links, RF communications, network/IT operations, test and evaluation, cybersecurity, and configuration management sufficient to direct TSI technical teams.
  • Must satisfy contract security and access requirements for assigned duties, including Secret-level access when required.

Nice To Haves

  • Current PMI Project Management Professional (PMP) certification.
  • Experience managing DoD or Navy technical programs with multidisciplinary engineering, operations, test, cybersecurity, and configuration-management functions.
  • Prior experience supporting NIWC/NAVWAR laboratories, distributed test environments, or similar DoD testbed operations.

Responsibilities

  • Plan, organize, direct, and monitor execution of the TSI task order and associated sub-programs, projects, and technical activities, ensuring alignment with contractual scope, Government priorities, and company objectives.
  • Formulate, guide, and direct the program management approach; establish and control technical and management milestones, integrated schedules, budgets, cost forecasts, and performance objectives.
  • Lead resource planning and management for assigned personnel, including staffing, workload alignment, talent management, onboarding, professional development, performance feedback, and succession considerations necessary to sustain testbed knowledge and capability.
  • Manage cost, schedule, and performance through forecasting, budget execution, estimate-at-completion analysis, cost-control and cost-avoidance measures, variance analysis, corrective actions, and timely escalation of material issues.
  • Identify, assess, track, and communicate program risks, issues, and opportunities; develop and coordinate mitigation or corrective-action strategies with technical leads, company leadership, and Government stakeholders.
  • Coordinate and conduct monthly project reviews and other management reviews addressing budget execution, staffing, monthly accomplishments, upcoming work, estimates at completion, risks, issues, opportunities, and overall task-order performance.
  • Support and participate in Technical Interchange Meetings (TIMs), Systems Engineering Team (SET) meetings, test planning meetings, working groups, and critical project meetings; maintain action-item tracking and drive assigned actions through closure.
  • Provide management oversight across the TSI technical scope, including field engineering and sustainment; C5ISR and commercial computer systems operations; external communications/RF engineering; testbed network management; systems engineering and sustainment; C5ISR and combat systems test and evaluation; cybersecurity; and configuration management.
  • Coordinate technical planning and cross-functional execution supporting the Combined Test Bed (CTB), Program Generation Center/Waveform Test Facility (PGC/WTFL), ATDL Development and Test Certification Center (ADTC2), CLEBA, and associated TSI extension enclaves.
  • Ensure technical teams are positioned to support installation, integration, configuration, operations, troubleshooting, testing, modernization, and sustainment activities involving DoD, Navy, Joint, Program of Record, and commercial systems within the TSI testbeds.
  • Oversee management processes supporting configuration control, technical documentation, media management, classified material handling, laboratory property/material inventory, procurement coordination, and other testbed governance requirements within the assigned scope.
  • Promote disciplined execution of quality, safety, security, OPSEC, cybersecurity, and facility-access requirements; coordinate with appropriate company and Government stakeholders when program execution may affect compliance or mission readiness.
  • Maintain high-level customer service and stakeholder communication. Brief Government and company leadership on program status, accomplishments, resource posture, cost/schedule performance, technical risks, and recommended actions.
  • Provide timely management support for contract deliverables, performance metrics, data calls, management reporting, and other documentation required to demonstrate successful task-order execution.
  • Use extensive program/project management experience and judgment to resolve complex problems, prioritize competing requirements, and make recommendations that support mission success and continuous improvement.
