About The Position

We are seeking a high-level Program/Project Management Specialist IV supporting the Transportation Security Administration’s (TSA) Program Implementation Branch. This branch leads the operational implementation and continuous improvement of vetting and credentialing programs for aviation, maritime, and surface transportation workers and travelers. This position is contingent upon award. In this role, you will provide comprehensive programmatic, analytical, technical, and strategic support across several critical sections, including Airline & Crew Vetting, Aviation/Cargo Programs, and Maritime/Surface Programs. You will manage complex project lifecycles, drive business process improvements, oversee training development, and lead stakeholder coordination for key credentialing initiatives like Secure Flight, TSA PreCheck®, ICAM, and digital identity/Touchless ID.

Requirements

  • Minimum of a Bachelor’s degree with seven (7) years of experience.
  • Proven experience coordinating internal cross-functional resources and third-party vendors to ensure seamless project execution.
  • Demonstrated track record of managing project scope, schedules, costs, and risks to deliver projects on time, within scope, and within budget.
  • Expert-level experience managing relationships, communications, and expectations with diverse project stakeholders.
  • Skilled in developing detailed project plans, spreadsheets, diagrams, and process maps to monitor and document project needs.
  • Proficient in tracking project progress, measuring performance, and verifying baseline milestones using industry-standard tools and techniques.
  • Strong capability in identifying project roadblocks, reporting issues, and escalating risks to senior management through defined governance channels.
  • Must be able to successfully pass and maintain TSA Personnel Security suitability determinations.
  • Ability to complete all required annual government training (e.g., TSA On-Line Learning Center modules).

Responsibilities

  • Maintain project methodologies, best practices, and templates across all project phases from initiation to closeout.
  • Develop foundational project documents including Project Charters, Work Breakdown Structures (WBS), and Resource/Staffing Plans.
  • Manage integrated schedules and timelines using Integrated Master Schedules (IMS) to track program baselines and milestones.
  • Own program governance plans covering Risk/Issues Management, Change Management, Quality Management, and Configuration Management.
  • Generate executive status reports, dashboards, and briefing packages tracking milestones, budgets, and risks.
  • Facilitate high-level program meetings including Program Management Reviews (PMRs) and In-Progress Reviews (IPRs).
  • Coordinate governing bodies such as Integrated Product Teams (IPTs), Configuration Control Boards (CCBs), and Executive Steering Committees (ESCs).
  • Manage meeting administrative data including schedules, agendas, official minutes, action item trackers, and decision logs.
  • Author strategic planning documentation, long-term capability roadmaps, and phase implementation plans.
  • Support operational rollouts for new or modified vetting programs, voter populations, and security workflows.
  • Conduct training needs assessments to pinpoint curriculum gaps caused by operational or system changes.
  • Design comprehensive training plans, strategies, timelines, curricula, and evaluation metrics.
  • Produce instructional media including new hire onboarding packets, refresher training, and remediation guides.
  • Optimize technical documentation such as Standard Operating Procedures (SOPs), job aids, and detailed process maps.
  • Provide policy analysis and rigorous technical editing for public and internal program materials.
  • Enforce compliance standards to ensure all documentation satisfies TSA records management, privacy, and security mandates.
  • Coordinate cross-branch initiatives where program populations intersect with ICAM, digital identity, Touchless ID, and customer experience projects.
