About The Position

The Nevada Department of Agriculture (NDA), Division of Food and Nutrition, is recruiting for a Program Officer 3 in either Las Vegas or Sparks. Under the supervision of the School Nutrition Supervisor, this position manages the statewide Farm to School (F2S) and Home Feeds Nevada (HFN) programs. The Farm to School program is responsible for managing and expanding Nevada's Farm to School program by building partnerships with schools and local agricultural producers, coordinating outreach and training, administering grants, monitoring program performance, pursuing funding opportunities, and promoting the use of locally grown foods in schools. The Home Feeds Nevada program is responsible for managing and growing the Home Feeds Nevada program by recruiting and supporting eligible producers, coordinating with food banks, administering program funding and contracts, monitoring expenditures and compliance, evaluating program effectiveness, and increasing access to Nevada-produced food for communities in need. Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives. Incumbents make decisions that significantly impact program direction and participants or clients and must determine the process required to achieve results within resource constraints.

Requirements

  • Bachelor's degree from an accredited college or university in business or public administration, or other discipline related to the program assignment and two years of professional experience in planning, coordinating or administering a program which included interpretation of laws and regulations; development of program policy and procedures; development and implementation of program performance standards and objectives for providing services; and development and implementation of eligibility requirements.
  • OR graduation from high school or equivalent education and four years of professional experience as described above.
  • OR one year of experience as a Program Officer II in Nevada State service.
  • OR an equivalent combination of education and experience as described above.
  • Detailed knowledge of research techniques sufficient to collect, analyze, interpret and report data in both a narrative and statistical format.
  • Detailed knowledge of principles and practices of funding sources and administrative techniques for delivery of programs.
  • Ability to motivate others to effective action.
  • Ability to coordinate diverse activities to ensure completion of projects, tasks and assignments.
  • Ability to work within specific agency programs or operations, policies and procedures affecting assigned work.
  • Ability to participate with management in the development of short and long range goals and objectives.
  • Ability to prepare clear, concise, effective presentations using presentation software.

Responsibilities

  • Manages and expands Nevada's Farm to School program by building partnerships with schools and local agricultural producers, coordinating outreach and training, administering grants, monitoring program performance, pursuing funding opportunities, and promoting the use of locally grown foods in schools.
  • Manages and grows the Home Feeds Nevada program by recruiting and supporting eligible producers, coordinating with food banks, administering program funding and contracts, monitoring expenditures and compliance, evaluating program effectiveness, and increasing access to Nevada-produced food for communities in need.
  • Recommends, interprets, implements and disseminates regulations, policies and procedures related to program operations; and reviews amendments to applicable laws and regulations and incoming policy or procedural information for interpretation and distribution.
  • Researches, develops, recommends and implements long term plans to enhance and maximize services provided; evaluates the success of the program and adapts to changes in funding, eligibility requirements and production/processing elements of the program.
  • Provides specialized information and services and serves as the technical expert regarding the assigned program services, activities and requirements; provides information, either verbally or in writing, to other State and federal agencies, management, department staff, program participants and the general public to ensure understanding and compliance; explains and applies laws, regulations, policies and procedures, and resolves high-level customer service issues and complaints; may develop and conduct presentations before State and federal agencies, management, program participants and/or other stakeholders as required.
  • Monitors program activities through on-site visits and/or the review of reports and records to ensure compliance with federal and/or State laws; evaluates and recommends changes to provider eligibility, client needs, vendor requirements, or identifies client abuse or fraud; identifies and projects demographic and economic trends; conducts studies related to assigned program area; evaluates information and prepares reports requiring a thorough analysis of data and makes recommendations on a course of action or problem resolution.
  • Conducts training and/or provides technical assistance for program participants and/or staff; writes, revises and/or recommends the implementation of procedural manuals or program documentation; conducts ongoing clientele needs assessment and program evaluation by collecting and analyzing data.
  • Oversees the collection, maintenance and organization of required program records and documentation; prepares and ensures distribution of statistical, financial and narrative reports and summaries; and prepares information for management concerning program activities in order to make budget requests, identify problem areas, recommend solutions or facilitate policy decisions.
  • May supervise professional, technical or administrative staff to include performance evaluations, work performance standards, scheduling, work assignment and review, training and discipline.
  • Performs related duties as assigned.
  • Develops, revises, recommends, and implements changes to work plans, program performance standards and objectives for providing services, and eligibility requirements as permitted by program regulations and guidelines.
  • Ensures compliance with State, federal and/or other granting agencies rules and regulations.
  • Drafts laws, rules and/or regulation changes.
