About The Position

The Program Manager will provide technical and management leadership for the Decennial Transformation and Application Modernization (DTAM) project supporting the U.S. Census Bureau. This effort focuses on transforming Decennial Census Programs into a modern, data-centric, cloud-smart IT environment supporting the 2030 Census and American Community Survey (ACS). This role is responsible for overseeing program execution, governance, compliance, staffing, financial management, and successful delivery of contractual requirements. The Program Manager will interface directly with Government stakeholders and senior leadership to ensure technical and operational objectives are achieved. This position is contingent upon contract award.

Requirements

  • 15+ years of relevant experience in program and project management leadership roles
  • Experience providing technical and management leadership on major tasks or technology assignments
  • Experience establishing goals and plans to meet project objectives
  • Experience directing and controlling activities for a client with responsibility for financial management, methods, and staffing
  • Experience conducting client negotiations and interfacing with senior management
  • Demonstrated decision-making experience with potential critical impact on overall project implementation
  • Expert-level technical and domain knowledge
  • Strong program and project management leadership capabilities

Responsibilities

  • Provide technical and management leadership for major tasks and task order execution
  • Establish goals, plans, and governance structures aligned with project objectives and Government requirements
  • Direct and control program activities, including financial management, staffing, and methods
  • Ensure compliance with contract requirements, standards, procedures, and approved plans
  • Oversee staffing and subcontractor management activities, including recruitment, onboarding, supervision, retention, and offboarding
  • Develop, maintain, and manage program documentation, management plans, logs, and artifacts
  • Supervise personnel as required
  • Oversee program governance, execution oversight, and compliance
  • Manage integrated planning, scheduling, risk, quality, and communications
  • Develop and manage schedule baselines, variance tracking, and mitigation activities
  • Identify, mitigate, escalate, and report risks and issues
  • Oversee quality control, performance monitoring, and defect management
  • Execute operational readiness, transition-in, and transition-out activities
