About The Position

Akima Global Logistics is seeking a project manager to lead and manage its Facilities Operations and Maintenance Contract at the Federal Law Enforcement Training Center – Artesia New Mexico. The Project Manager (PM) will be responsible for the overall management, execution, and performance of the FLETC Artesia Facilities Operations & Maintenance (F O&M) contract. The PM serves as the Contractor’s senior on-site representative and primary interface with the Government Contracting Officer (KO), Contracting Officer’s Representative (COR), FLETC leadership, and other Government stakeholders. The PM provides strategic, operational and day-to-day leadership to ensure all contract requirements are executed safely, efficiently, and in accordance with the Performance Work Statement (PWS), applicable laws and regulations, contractual requirements, and company policies. The PM is accountable for cost, schedule, quality, safety, workforce performance, customer satisfaction, property accountability, subcontractor performance, and continuous improvement. The PM establishes an environment of "Quality Builds Trust", maintains a proactive customer relationship, and ensures the Government receives timely communication, responsive service, and reliable facility support.

Requirements

Bachelor's degree preferred from an accredited college or university in Business Administration, Engineering, Facilities Management, Construction Management, Operations Management, or a related field, or equivalent qualifications were permitted by the contract.
Minimum 8–10 years of progressively responsible facilities, operations, maintenance, or Government contract management experience, with demonstrated leadership of complex facility operations.
Demonstrated experience managing multidisciplinary maintenance and operations organizations.
Experience managing Federal Government contracts, preferably DoD, DHS, Federal law-enforcement, military installation, or other large Government facilities programs.
Demonstrated experience managing unionized or represented workforces is highly desirable.
Working knowledge of: Facilities Operations & Maintenance, Preventive and corrective maintenance, CMMS/work-order management, Quality Control, OSHA and safety management, Government contracting, Labor relations, Property management, Emergency preparedness, Subcontractor management, Financial and cost management.
Demonstrated ability to communicate effectively with Government senior leadership and contract stakeholders.
Demonstrated ability to lead geographically diverse, multidisciplinary, and mission-critical teams.

Nice To Haves

Project Management Professional (PMP) certification.
Certified Facility Manager (CFM) or equivalent facilities-management certification.
Lean Six Sigma certification.
Experience with FLETC, DHS, DoD, Army, or other Federal training installations.
Experience operating under a Service Contract Act/CBA environment.
Experience with CMMS platforms such as Maximo, Nuvolo, TRIRIGA, or equivalent.
Experience with performance-based Government contracts.
Experience managing large-scale facilities portfolios with significant labor and subcontractor components.

Responsibilities

Serve as the senior Contractor representative and primary point of contact for day-to-day contract execution.
Maintain comprehensive knowledge of the PWS, contract, modifications, technical requirements, deliverables, and applicable Federal regulations.
Direct all contract activities to ensure requirements are performed within established cost, schedule, quality, and performance parameters.
Establish and maintain an effective contract management structure, organizational alignment, and delegation of responsibilities.
Monitor contract performance and identify potential performance, schedule, cost, or compliance issues before they affect mission execution.
Ensure timely preparation and submission of required Government deliverables, reports, correspondence, and management products.
Manage contract changes, Government requests, equitable adjustment considerations, and scope-related issues in coordination with company leadership and contracts personnel.
Maintain a no-surprises management philosophy through timely elevation and resolution of emerging issues
Develop and maintain a professional, collaborative relationship with the KO, COR, FLETC leadership, and Government stakeholders.
Conduct regular performance reviews with Government representatives and ensure action items are documented, assigned, tracked, and closed.
Respond promptly to Government concerns and establish corrective actions when required.
Represent the company at Government meetings, inspections, performance reviews, planning sessions, and other contract-related engagements.
Ensure Government communications are appropriately coordinated and documented.
Anticipate customer requirements and identify opportunities to improve service delivery and mission support.
Provide leadership and oversight of the FLETC Artesia workforce, including operations, maintenance, administrative, and support personnel.
Ensure staffing levels, qualifications, certifications, training, and employee performance meet contract requirements.
Establish effective workforce planning, scheduling, retention, succession, and recruitment strategies.
Ensure compliance with applicable Collective Bargaining Agreement (CBA) requirements, Service Contract Act (SCA) obligations, wage determinations, and company policies.
Coordinate with Human Resources, Labor Relations, Recruiting, and senior management on employee relations, disciplinary matters, grievances, staffing challenges, and labor issues.
Promote employee engagement, accountability, professional development, and retention.
Ensure supervisors and leads understand their responsibilities for workforce management and contract performance.
Direct integrated facilities operations and maintenance activities supporting FLETC Artesia's mission.
Ensure preventive and corrective maintenance programs are effectively planned, scheduled, executed, and documented.
Monitor facility condition, equipment reliability, deferred maintenance, work-order backlogs, and recurring failures.
Ensure maintenance activities comply with manufacturer requirements, applicable codes, standards, and Government requirements.
Review operational metrics and maintenance trends to identify opportunities for improved reliability and reduced lifecycle costs.
Coordinate planned outages, mission-sensitive maintenance, utility interruptions, and other activities that may affect FLETC operations.
Ensure emergency and mission-critical response capabilities are maintained.
Implement and maintain the approved Quality Control Plan (QCP).
Establish measurable quality objectives and performance indicators for all major service areas.
Conduct inspections, trend analysis, root-cause analysis, and corrective/preventive action activities.
Ensure deficiencies are identified, documented, corrected, and prevented from recurring.
Maintain inspection records and supporting documentation required by the contract.
Coordinate Government quality inspections and ensure timely response to Government findings.
Promote continuous improvement and standardized work practices across the operation.
Maintain an active safety culture emphasizing employee safety, hazard identification, risk management, and accident prevention.
Ensure compliance with OSHA, EPA, Federal, state, local, FLETC, and contractual safety and environmental requirements.
Implement and enforce the approved Safety Plan.
Ensure appropriate job hazard analyses, safety briefings, inspections, training, and incident reporting are completed.
Immediately address unsafe conditions and ensure corrective actions are implemented.
Monitor safety performance metrics and establish improvement initiatives where necessary.
Coordinate emergency response and business continuity activities with Government stakeholders.
Maintain accountability and control of Government-furnished property, equipment, tools, materials, keys, access cards, and other controlled assets.
Ensure compliance with the approved Property Management Plan and Government property requirements.
Maintain accurate inventories and records.
Ensure controlled items are properly issued, secured, tracked, returned, and disposed of in accordance with contract requirements.
Coordinate property inspections and resolve discrepancies promptly.
Ensure implementation and enforcement of the approved Key Control Plan.
Maintain accountability for keys, access cards, badges, and other access-control devices.
Ensure issuance, return, inventory, lost/stolen device reporting, and access termination procedures are strictly followed.
Coordinate with FLETC security personnel on access requirements and security-related matters.
Maintain overall responsibility for contract financial performance in coordination with company management.
Monitor labor, material, subcontractor, equipment, and other direct costs.
Review financial performance, forecasts, commitments, accruals, and projected cost-to-complete.
Identify cost risks and implement corrective actions.
Ensure purchases and subcontracting activities comply with company and contractual requirements.
Support monthly financial and operational reviews.
Identify opportunities for efficiency, productivity improvement, and responsible cost management without compromising mission or contract performance.
Provide oversight of subcontractors and vendors supporting contract execution.
Ensure subcontractors meet contractual, technical, safety, quality, schedule, and administrative requirements.
Monitor subcontractor performance and resolve performance issues.
Coordinate with Supply Chain/Subcontracts personnel regarding procurement, subcontract administration, and vendor performance.
Maintain appropriate documentation of subcontractor oversight.
Implement and maintain the approved Disaster Preparedness and Emergency Response Plan.
Ensure the organization maintains appropriate resources and procedures to respond to natural disasters, utility failures, facility emergencies, security incidents, and other mission disruptions.
Coordinate emergency preparedness exercises and after-action reviews.
Maintain continuity-of-operations capabilities for critical facilities and services.
Provide timely notification and status updates to Government representatives during emergencies.
Establish and maintain an integrated performance management system covering: Preventive maintenance completion, Corrective maintenance, Work-order backlog, Response and completion times, Equipment availability, Customer satisfaction, Quality deficiencies, Safety performance, Staffing and retention, Training and certifications, Property accountability, Financial performance.
Analyze performance trends and implement corrective actions.
Prepare and present management reports and performance briefings to company and Government leadership.
Maintain an active risk-management process covering operational, workforce, safety, financial, contractual, and mission risks.
Identify emerging risks and develop mitigation strategies before impacts occur.
Conduct root-cause analysis for significant performance issues.
Implement process improvements, standardization, and best practices.
Encourage innovation and employee-driven improvement initiatives.
