About The Position

SANCORP is seeking a Program Manager to support Operational and Technical Support services for the National Integrated Ballistic Information Network (NIBIN) for the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF). The Program Manager will serve as the supervisor for all contractor personnel, providing overall program management and oversight to assist various ATF offices. This role involves planning and coordinating activities, establishing schedules, assisting with personnel needs, conducting meetings with CORs, and ensuring staff have the necessary tools, training, and certifications. The Program Manager will work with the ATF to provide competent leadership and responsible project direction, ensuring tasks are completed within estimated timeframes and budget constraints, while interfacing with client counterparts when appropriate.

Requirements

  • Minimum of eight years of recent experience commensurate with the job requirements.
  • Experience overseeing personnel and ensure effective program management.
  • Experience planning and coordinating daily operational activities for assigned contractor personnel in a dynamic, mission‑focused environment.
  • Demonstrate ability to establish, manage, and adjust employee work schedules while coordinating task priorities to meet organizational objectives.
  • Experience assisting with personnel management functions, including coordinating staffing coverage and providing or arranging replacement personnel as needed.
  • Proven experience conducting meetings with CORs or equivalent stakeholders to review project activities, schedules, workloads, emerging issues, and mitigation strategies.
  • Extensive experience providing oversight and management of contractor staff to ensure all duties are completed accurately, efficiently, and in accordance with performance standards.
  • Ability to reallocate personnel and resources across tasks in response to fluctuating workloads and operational requirements.
  • Experience ensuring staff possess and maintain required tools, training, competencies, and certifications necessary to perform their duties independently and effectively.
  • Active TS/SCI security clearance.
  • Must be a U.S. Citizen.
  • Bachelor’s Degree from an accredited college or university, or possession of a combination of formal education and professional work experience related to this position.

Responsibilities

  • Serve as the supervisor for all contractor personnel and provide overall program management and oversight to assist the various ATF offices.
  • Planning and coordinating the activities of the assigned contractor employees.
  • Establishing employee schedules and coordinating priorities.
  • Assisting in providing replacement personnel.
  • Conduct meetings with COR(s) and discuss project activities, schedules, workloads, potential problems and their resolution.
  • Providing oversight and management of all assigned contractor staff to ensure their duties are accomplished.
  • Ensuring that contractor staff has the tools, training, competencies, and certifications necessary to accomplish their duties independently.
  • Work with the ATF to provide competent leadership and responsible project direction through successful performance of a variety of detailed, diverse elements of project management tasks.
  • Direct completion of tasks within estimated timeframes and budget constraints, while interfacing with client counterparts when appropriate.
