Leidos seeking a Program Manager to lead execution of CISA Cybersecurity Exercise Support Services, providing overall management, direction, administration, quality assurance, and leadership for all contractor work performed under the SOW. The PM coordinates with task leads to ensure deliverables are completed on schedule, risks are communicated with mitigation plans, and CISA Exercises leadership has clear visibility into performance, cost, staffing, and milestones through recurring reporting. Leidos’ Homeland Sector’s Airports, Borders, and Security (ABS) business area delivers air travel modernization, border protection, and critical infrastructure security solutions that help build a safer, more resilient homeland. Requirements

  • Active TS/SCI clearance.
  • Ability to obtain DHS EOD.
  • Demonstrated experience leading delivery of services under a customer-facing contract, including planning, staffing coordination, quality oversight, and issue/risk management.
  • Experience producing executive-ready briefings, correspondence, and status reporting (written and oral) using MS Office tools and MS Teams.
  • Ability to support customer needs during normal work hours and during no-notice emergencies/COOP events, as required for key personnel.

Nice To Haves

  • Experience supporting or managing HSEEP-aligned exercise programs (discussion-based and operations-based).
  • Experience supporting cybersecurity readiness, resilience, or incident response mission partners across government and critical infrastructure.
  • Experience managing surge requirements, including developing quotes that include labor mix, hours, and cost (basis of estimate) when new requirements emerge.
  • Cybersecurity Certifications CISSP CEH GIAC

Responsibilities

  • Provide management and oversight of all contractor activities (including subcontractors) to meet SOW requirements.
  • Plan and coordinate the Project Kickoff Meeting, including agenda, briefing materials, minutes, and action items.
  • Develop, deliver, brief, and publish minutes for the Monthly Status Report (MSR), including schedule, budget, staffing/clearance status, issues/corrective actions, performance metrics, travel summary, and CLIN cost projections.
  • Develop and maintain the Project Management Plan (PMP) and incorporate updates as part of program status reporting.
  • Coordinate across task leads to manage timelines, identify risks, and communicate mitigation plans with the Government.
  • Develop and execute the Transition-Out Plan, including inventories of materials, schedules/briefings, and weekly status meetings to support knowledge transfer.
