About The Position

Huntington Ingalls Industries, Mission Technologies Division (HII‑MT), is seeking driven Program Management professionals to join our Capability Development team. Whether beginning your career or bringing mid-to-senior-level experience, you will contribute to the management of cost, schedule, and performance across complex and critical programs. Working both independently and under the guidance of senior program managers, you will gain hands-on experience throughout the full program lifecycle, including leading and coordinating with external vendor partners to ensure all work aligns with established Statements of Objectives (SOO) and Statements of Work (SOW). This role offers an exceptional opportunity to develop and apply strong program management skills while supporting the successful execution and delivery of advanced capabilities. This position is located at Wright Patterson Air Force Base (WPAFB), Ohio and is within a commutable distance from Beavercreek, Fairborn, Dayton, and Riverside.

Requirements

  • 4 years relevant progressive experience with Bachelors in related field; 2 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 8 years relevant progressive experience.
  • Academic background or project experience with program or project management principles.
  • Familiarity with the concepts of cost, schedule, and performance management.
  • An understanding of risk management concepts is a plus.
  • Interest in learning how to manage external vendor and subcontractor relationships.
  • Strong organizational and communication skills.
  • Willingness to learn and use project management tools.
  • Strong desire to learn and contribute to a collaborative team environment.
  • Secret Security Clearance to start
  • Must be able to obtain and maintain a TS/SCI security clearance with enhanced security checks
  • 6 years relevant progressive experience with Bachelors in related field; 4 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 10 years relevant progressive experience.
  • Demonstrated experience in program or project management
  • Demonstrated experience managing multiple priorities, resolving conflicts, and implementing solutions efficiently.
  • Experience managing cost, schedule, and performance for technical programs.
  • Experience with risk management principles and practices.
  • Proven ability to lead and oversee the performance of external vendors or subcontractors against a SOO/SOW.
  • Strong communication, leadership, and interpersonal skills.
  • Proficiency with project management tools (e.g., MS Project, MS Excel).

Responsibilities

  • Assists in the planning and execution of program activities, supporting the delivery of projects on time and within budget.
  • Supports the maintenance of the program schedule by tracking milestones and deliverables.
  • Helps monitor program costs and assists with the preparation of financial reports.
  • Aids in tracking program performance against technical requirements.
  • Supports the identification and tracking of program risks and issues.
  • Assists with the generation of SOOs and SOWs and any other contractually related documents for external vendor partners and/or government customer.
  • Works with senior program managers to oversee external vendor partners, helping to ensure their work aligns with the SOO/SOW.
  • Contributes to the preparation of program status reports and documentation.
  • Collaborates with the program team to develop solutions and ensure project success.
  • Assists with the planning and management of logistics, transportation, and delivery of assets to multiple locations.
  • Manages overall program execution, ensuring that projects are delivered on time, within budget, and to the required performance specifications.
  • Develops and maintains the program schedule, tracks progress, identifies and mitigates scheduling risks.
  • Monitors and controls program costs, provides regular financial reporting, and implements corrective actions as needed.
  • Oversees and manages program performance, ensuring that all technical requirements and objectives are met.
  • Identifies, analyzes, and mitigates program risks and issues.
  • Leads and/or supports the generation of SOOs and SOWs and any other contractually related documents for external vendor partner and/or government customer.
  • Leads and directs external vendor partners, ensuring their performance aligns with the SOO/SOW and program goals.
  • Serves as the primary point of contact for vendor communications to include weekly and quarterly technical interchange meetings, finances, contract, or technical issue resolution.
  • Leads integrated multidisciplinary technical team
  • Prepares and presents program status reports and reviews to senior leadership and customers.
  • Plans and manages the logistics, transportation, and delivery of assets to multiple locations.
