About The Position

WE ARE SEEKING AN EXPERIENCED SENIOR PROGRAM MANAGER TO LEAD A COMPLEX U.S. ARMY ELECTRONIC WARFARE (EW) AND SIGNALS INTELLIGENCE (SIGINT) PROGRAM SUPPORTING THE TERRESTRIAL LAYER SYSTEMS (TLS) INITIATIVE. THE SENIOR PROGRAM MANAGER WILL SERVE AS THE PRIMARY POINT OF CONTACT FOR THE GOVERNMENT AND PROVIDE OVERALL LEADERSHIP FOR PROGRAM EXECUTION, SYSTEMS INTEGRATION, CYBERSECURITY, LOGISTICS, TESTING, TRAINING, AND FIELD SUPPORT ACTIVITIES. THE IDEAL CANDIDATE HAS A PROVEN TRACK RECORD MANAGING LARGE-SCALE DOD PROGRAMS INVOLVING ADVANCED DEFENSE TECHNOLOGIES, SOFTWARE-DEFINED RADIOS (SDRS), SYSTEMS ENGINEERING, CYBERSECURITY ACCREDITATION, AND CROSS-FUNCTIONAL TECHNICAL TEAMS. THIS ROLE IS RESPONSIBLE FOR ENSURING PROGRAM SUCCESS THROUGH EFFECTIVE OVERSIGHT OF COST, SCHEDULE, TECHNICAL PERFORMANCE, RISK MANAGEMENT, STAKEHOLDER ENGAGEMENT, AND CONTRACT DELIVERABLES.

Requirements

  • Bachelor's degree in Engineering, Computer Science, Information Systems, Physics, Mathematics, Business Management, or related field.
  • Minimum 10+ years of program management experience supporting DoD, Intelligence Community, or Federal Government programs.
  • Minimum 5 years managing complex defense technology programs valued at $15M+.
  • Experience leading multidisciplinary engineering teams supporting hardware, software, cybersecurity, and systems integration efforts.
  • Experience managing programs involving: Electronic Warfare (EW), Signals Intelligence (SIGINT), Software Defined Radios (SDRs), Sensor systems, Tactical communications, Cybersecurity, Systems engineering, Test and evaluation.
  • ACTIVE TOP SECRET SECURITY CLEARANCE REQUIRED AT TIME OF EMPLOYMENT
  • Must be eligible to work in the US.

Nice To Haves

  • Master's degree preferred.
  • Experience working directly with Army acquisition organizations preferred.

Responsibilities

  • Lead all aspects of program execution throughout the full contract lifecycle, including initiation, planning, execution, monitoring, reporting, and closeout.
  • Manage cost, schedule, technical performance, quality, and risk across multiple contract line items (CLINs) and deliverables.
  • Develop and maintain Integrated Master Schedules (IMS), program roadmaps, milestones, and resource plans.
  • Serve as the primary interface to Government Program Managers, Contracting Officers (CO), Contracting Officer Representatives (COR), Product Leads, and Army stakeholders.
  • Ensure program execution aligns with contractual requirements, performance objectives, and customer priorities.
  • Lead multidisciplinary engineering teams
  • Oversee system-of-systems design, integration, testing, and fielding activities.
  • Ensure technical baseline management and engineering change control processes are implemented effectively.
  • Manage development and delivery of program documentation.
  • Ensure all deliverables comply with applicable Data Item Descriptions (DIDs) and CDRL requirements.
  • Coordinate cybersecurity sustainment activities and support government cybersecurity reviews and investigations.
  • Oversee test planning, execution, analysis, and reporting activities.
  • Coordinate laboratory, field, and operational test events.
  • Lead engineering teams supporting Direction Finding (DF) characterization, calibration, and performance validation.
  • Ensure completion of manufacturing readiness assessments and verification activities.
  • Lead Technical Exchange Meetings (TEMs), Integrated Product Team (IPT) meetings, technical reviews, and executive briefings.
  • Present program status, technical progress, risks, and mitigation plans to senior government stakeholders.
  • Build strong relationships with Army acquisition, engineering, cybersecurity, logistics, and operational organizations.
  • Oversee New Equipment Training (NET) development and execution.
  • Coordinate reach-back support and deployment of Field Service Representatives (FSRs).
  • Manage logistics planning, sustainment strategies, provisioning activities, and government property accountability requirements.
  • Manage program budgets, forecasts, staffing plans, subcontractors, and contract performance metrics.
  • Support contract modifications, option execution, and change management activities.
  • Ensure accurate reporting of program health, earned value indicators, and contract status.
  • Identify and mitigate programmatic, technical, and financial risks.
