About The Position

Graham Technologies is seeking an experienced Program / Project Manager to lead a Federal Application Development and Support Services (ADSS) program supporting enterprise application development, operations and maintenance (O&M), modernization, cloud migration, and digital transformation initiatives. This position supports a Federal customer and requires regular onsite collaboration within the Washington, DC metropolitan area in accordance with Government requirements and mission needs.

Requirements

  • Bachelor's degree in Information Technology, Computer Science, Engineering, Business Administration, or related discipline.
  • 10+ years of Federal IT Program or Project Management experience.
  • 5+ years leading Agile software development teams.
  • Experience managing enterprise application development, modernization, and Operations & Maintenance (O&M) programs.
  • Experience supporting Microsoft 365 and Azure cloud environments.
  • Strong knowledge of Agile, SDLC, DevSecOps, project scheduling, budgeting, and risk management.
  • Must be able to successfully obtain and maintain a Tier 2 (Moderate Risk) Public Trust Background Investigation.
  • Must be able to obtain and maintain a Government-issued Personal Identity Verification (PIV) credential.

Responsibilities

  • Serve as the primary point of contact for Government stakeholders regarding all program activities.
  • Provide overall leadership for enterprise application development, modernization, cloud migration, and operations and maintenance initiatives.
  • Manage multiple Agile software development projects and technical workstreams simultaneously.
  • Develop and maintain project plans, schedules, resource plans, risk registers, issue logs, and project roadmaps.
  • Lead project planning, sprint reviews, stakeholder meetings, executive briefings, and status reporting.
  • Oversee software development, testing, deployment, release management, and production support.
  • Monitor project performance to ensure cost, schedule, quality, and technical objectives are achieved.
  • Coordinate staffing, resource allocation, and subcontractor activities.
  • Ensure compliance with Federal cybersecurity, accessibility, records management, and software development standards.
  • Promote continuous improvement through Agile, Lean, and DevSecOps methodologies.
  • Support transition planning, knowledge transfer, and continuity of operations.
