About The Position

The Program Manager will provide onsite Program Management for the Defense Nuclear Facilities Safety Board (DNFSB), managing the full lifecycle for technology, automation, communications, and information systems for contract execution. This role is responsible for all financial, technical, administrative, performance, and personnel aspects of the contract and its component awards. The Program Manager will ensure the integration of key enterprise platforms and data services for seamless data exchange and improved accessibility. They will attend meetings, provide briefing information, and develop a comprehensive Program Management Plan (PgMP). A key aspect of this role is fostering the leveraging of artificial intelligence (AI) integrations to enhance operational efficiency and decision-making. The Program Manager will establish and maintain a customer-focused program management framework for continuous delivery of outcomes, risk-aware decision-making, efficient resource utilization, and cost-effective performance. They will oversee all contractor and subcontractor personnel, ensuring performance meets established standards. This includes managing a performance management program for project staff, mentoring team leads, and setting quantifiable goals. The role requires preparing and presenting regular program reviews, performance metrics, and executive-level briefings. Anticipating customer needs, proposing innovative solutions, aligning program outcomes with mission priorities, and identifying opportunities for on-contract growth are crucial. The Program Manager will serve as the primary client relationship manager, support business development activities, and handle administrative functions, including liaising with the government for priorities and training. High-level program management, budgeting, scheduling, trade-off analysis, lifecycle costing, manpower assessments, and risk management are also key responsibilities. This position manages the overall contract onsite, with all reporting sections falling under this role, and handles all administrative aspects of the contract, ensuring adequate staffing and training for deliverables.

Requirements

  • Bachelor's Degree in Computer Science or a similar Information Technology Field.
  • 10 years' experience managing a program with an annual budget exceeding $9M
  • Certification in program management (i.e., Program Management Professional (PMP)
  • Knowledge of AI solutions
  • Demonstrated success in working with clients for on-contract business growth
  • Excellent leadership, communication, and stakeholder engagement skills.
  • Demonstrated experience managing personnel
  • Demonstrated experience supporting business development activities, including identifying opportunities, supporting capture tasks, and writing proposal sections.
  • Secret clearance

Responsibilities

  • Responsible for all financial, technical, administrative, performance, and personnel aspects of the Gv&E contract and all component awards (e.g., Task Order/Delivery Order/Call).
  • Responsible for the integration of key enterprise platforms and enterprise data services to ensure seamless data exchange, unified data management, and improved informational accessibility across the organization.
  • Attend meetings and provide the IT Program Manager (IT PgM) and/or the IT PgM's designees with briefing information in the form of presentations, papers, and/or analyses as directed by the IT PgM.
  • Develop and maintain a Program Management Plan (PgMP) to include a project and administrative management plan as a foundation for technical direction and resource management planning.
  • Foster the leveraging of artificial intelligence (AI) integrations to enhance operational efficiency, strategic alignment, and data-driven decision-making.
  • Establish and maintain a mature, customer-focused program management framework that enables continuous delivery of program and project outcomes, real-time alignment between operational environments and business data, risk-aware decision-making, efficient resource utilization, and cost-effective contract performance
  • Responsible for the management and oversight of all Contractor and subcontractor personnel performing work under this task order, ensuring their performance meets established standards outlined in this Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and as required by the Contracting Officer or the Contracting Officer's Representative (COR).
  • Oversee performance management program for all project staff – mentor team leads and set quantifiable goals for employees
  • Prepare and present regular program reviews, performance metrics, and executive-level briefings.
  • Anticipate customer needs, propose innovative solutions, and align program outcomes with mission priorities. Propose ideas for on-contract growth.
  • Serve as the primary client relationship manager within the program office
  • Support capture, proposal, and business development activities related to follow-on and adjacent Client opportunities.
  • Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
  • Provide high-level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing; and conduct manpower assessments and risk management, as required.
  • Manages the overall contract onsite. All sections report to this position. The administrative aspects of the contract are managed by this position.
  • Ensures the manning and training of the contract staff are adequate for meeting the deliverables.
