  • At least 1 year as a Program Manager or comparable delivery leader for a complex cybersecurity operations program involving multiple technical teams and subcontractors of at least 50 FTEs, including staffing, service performance, customer commitments, and financial execution.
  • At least 1 year leading continuous or 24x7 mission-critical operations and coordinating management response to significant security incidents, outages, or service degradation.
  • Current Project Management Professional (PMP) certification.
  • Current Certified Information Systems Security Professional (CISSP) certification.
  • Active Top Secret clearance and ability to obtain and maintain SCI access and required DHS suitability approvals.

Nice To Haves

  • Experience leading DHS or comparable Federal enterprise cybersecurity and network operations programs supporting multiple customer organizations or classified environments.
  • Experience managing an IDIQ with multiple task orders, competing priorities, variable demand, and geographically distributed delivery teams.
  • Experience applying ITIL-based service management, NIST cybersecurity practices, service catalogs, operational dashboards, and structured continuous improvement.
  • Demonstrated improvements in service-level attainment, incident response or restoration time, staffing stability, customer satisfaction, or delivery cost, supported by before-and-after measures.
  • Experience developing operational leaders, managing incumbent staff transitions, and recruiting and retaining cleared cybersecurity talent.
  • Bachelor’s degree in a relevant discipline.
  • Ability to challenge technical recommendations, explain operational risks and tradeoffs to senior customers, and coordinate work across SOC/NOC, network, cloud, and service management teams.
  • Demonstrated ability to recover a troubled service, close a critical staffing gap, or lead a complex transition, with a clear explanation of personal decisions and measurable results.
  • Ability to meet the onsite, travel, and escalation availability expectations described in the posting.

Responsibilities

  • Own integrated delivery across cybersecurity, network, cloud/platform, service management, field support, and related workstreams supporting a Network Operations and Security Center (NOSC). Translate task order requirements into accountable leads, staffing plans, milestones, and measurable service outcomes.
  • Lead the Deputy Program Manager, technical leads, and subcontractors. Establish decision authority, operating rhythms, and escalation paths; address underperformance and hold teams accountable for corrective actions and results.
  • Maintain reliable 24x7x365 service coverage. Anticipate clearance, onboarding, vacancy, retention, and surge needs, and resolve staffing gaps before they affect mission support.
  • Own customer communications and executive reviews. Present service health, risks, financial status, and decisions needed with clear recommendations; raise delivery threats early and follow commitments through closure.
  • Oversee major incident and outage escalations with Government and technical leaders. Coordinate resources, customer updates, service restoration, and root cause follow-through while respecting Government technical authorities.
  • Manage budgets, labor utilization, forecasts, funding status, invoices, and subcontractor performance across task orders. Identify cost or schedule variance early and execute recovery plans.
  • Lead transition-in, knowledge transfer, readiness validation, and stabilization without disrupting operations. Maintain business continuity, disaster recovery, and surge readiness.
  • Use service levels, incident trends, staffing data, and quality reviews to drive improvements in response, restoration, repeat incidents, and service maturity.
  • Produce timely, accurate progress and financial reports.
