About The Position

NTT DATA Federal Services is seeking an experienced Deputy Program Manager (DPM) to support delivery of a large Federal program. Reporting to the Program Manager, the DPM coordinates day-to-day program execution, operational staffing, service performance, escalation management, and delivery across IDIQ and awarded task orders. The role requires leadership of complex cybersecurity operations and coordination of technical and management teams during service disruptions, staffing challenges, and operational change. Candidates should be able to provide specific examples of teams they managed, problems they resolved, and measurable service improvements they delivered. The position coordinates delivery across cybersecurity, network, cloud/platform, service management, field support, and related workstreams supporting the Network Operations Security Center (NOSC). It helps maintain reliable 24x7x365 service coverage across geographically distributed operations, monitors service levels and staffing performance, and coordinates responses to major incidents and outages. The DPM supports the Program Manager with staffing, utilization, deliverables, subcontractor coordination, and financial reporting inputs, and leads transition, readiness, stabilization, continuity, and continuous-improvement activities. Work is primarily onsite at agency facilities, with travel to supported locations as needed. The DPM must be available for management escalations outside normal business hours when mission conditions require it. The role requires an active Top Secret security clearance and current CISSP certification, as well as the ability to obtain and maintain applicable additional clearances, compartmented access, and agency suitability.

Requirements

  • At least 6 years of overall cybersecurity management experience.
  • At least 1 year of direct people-management responsibility for a team of 25 or more full-time equivalent personnel, including direct employees and/or subcontractor personnel, supporting cybersecurity operations or mission-critical IT service delivery.
  • Current Certified Information Systems Security Professional (CISSP) certification.
  • Active Top Secret security clearance.
  • Ability to obtain and maintain security clearances, compartmented access, and agency suitability appropriate to assigned duties and operating locations; any required active clearance at hire will be confirmed against the applicable task order.

Nice To Haves

  • Experience supporting DHS, CISA, or comparable Federal enterprise cybersecurity and network operations programs, including classified or geographically distributed environments.
  • Experience supervising 50 or more personnel, multiple shifts, and subcontractor teams across a 24x7 SOC/NOC or other enterprise service operation.
  • Experience with an IDIQ or multi-task-order program, staffing changes, varying customer priorities, and multiple work sites.
  • Experience applying ITIL-based service management, NIST cybersecurity practices, operational reporting, dashboards, and continuous service improvement.
  • Demonstrated improvements in service-level attainment, incident response or restoration time, staffing stability, or service quality, supported by before-and-after measures.
  • PMP certification and/or a bachelor’s degree in a relevant discipline.
  • Demonstrated experience coordinating multiple technical teams across cybersecurity, SOC/NOC operations, network, cloud, or IT service management functions.
  • Experience coordinating continuous or 24x7 mission-critical operations, including incident escalation, staffing continuity, and remediation of service delivery issues.
  • Ability to manage operational priorities, evaluate delivery risks, communicate status clearly, and hold team leads accountable for corrective actions.
  • Ability to meet the onsite, travel, and escalation availability expectations described in the posting.

Responsibilities

  • Coordinate integrated day-to-day delivery across cybersecurity, network, cloud/platform, service management, field support, and related NOSC workstreams; translate priorities into task-lead assignments, schedules, and measurable service outcomes.
  • Manage operational leads and coordinate with subcontractors under the Program Manager; establish operating rhythms, track dependencies and commitments, and escalate decisions or delivery risks requiring Program Manager intervention.
  • Maintain 24x7x365 service coverage across geographically distributed operations by monitoring shift staffing, cleared-personnel availability, vacancies, onboarding, and backup coverage, and coordinating actions to prevent service gaps.
  • Monitor service levels, incident and problem trends, operational dashboards, work quality, and staffing performance; identify deviations, track corrective actions, and verify sustained resolution.
  • Coordinate management response to major cybersecurity incidents, network outages, and service degradations, aligning SOC/NOC and other technical leads on communications, escalations, recovery, and root-cause follow-through while respecting Government technical authorities.
  • Support the Program Manager with labor utilization, staffing forecasts, deliverable status, subcontractor coordination, and financial reporting inputs; maintain operational records and communicate risks and recovery plans.
  • Execute transition-in, knowledge transfer, operational readiness, stabilization, business continuity, and disaster recovery activities with task leads without disrupting mission operations.
  • Implement standardized service-management processes and continuous-improvement actions using ITIL-aligned practices, NIST cybersecurity concepts, performance trends, and documented lessons learned.
  • Work primarily onsite at agency facilities, travel to supported locations as needed, and be available for management escalations outside normal business hours when mission conditions require it.
