About The Position

Koniag Management Solutions, LLC a Koniag Government Services company, is seeking an experienced Program Manager to provide overall contract and project management support for the U.S. Coast Guard's Offshore Patrol Cutter (OPC) Project Residence Office (PRO) in Mobile, AL. This part-time leadership position (312 hours annually) serves as the primary point of contact between the Government and contractor team, overseeing all aspects of contract performance for this critical Department of Homeland Security acquisition program. The ideal candidate will possess strong project management credentials, excellent communication skills, and comprehensive knowledge of shipbuilding processes and federal contract management.

Requirements

  • Bachelor's degree
  • Minimum of five (5) years of experience relevant to supporting Government acquisition programs
  • Minimum of four (4) years in a project management role
  • Knowledge of ship construction processes
  • Secret security clearance
  • Comprehensive knowledge of ship construction processes and acquisition program management
  • Strong leadership and personnel management capabilities across diverse functional teams
  • Excellent oral and written communication skills in English
  • Ability to manage multiple priorities, schedules, and deliverables simultaneously
  • Experience with federal contract performance management and oversight
  • Strong problem-solving and decision-making abilities under tight timelines
  • Proficiency with Microsoft Office applications and project management tools
  • Knowledge of Federal Acquisition Regulations and contract administration principles
  • Ability to interface effectively with senior military and civilian Government personnel
  • Strong organizational skills and attention to detail
  • Capability to read, write, speak, and understand English fluently

Responsibilities

  • Serve as the single point of contact for the Contracting Officer and COR, responsible for all contractor work performed under the contract.
  • Provide strategic oversight of all contractor personnel and work performance across multiple functional areas (SharePoint, Administrative Support, IMS/EVM, TSM, ILS, and COR Support).
  • Coordinate directly with the Contracting Officer and Contracting Officer's Representative (COR) on all contract matters.
  • Manage staffing requirements, including recruitment, placement, and replacement of contractor personnel.
  • Develop and maintain project plans, schedules, and deliverable tracking systems.
  • Oversee ship construction program execution activities and ensure alignment with Government objectives.
  • Ensure continuity of support and maintain contractually required service levels at all times.
  • Retrieve weekly work performance assessments from each team member to support monthly invoice validation and documentation process.
  • Ensure employees' timesheets, timecards, or other timekeeping mechanisms are signed by COR or ACOR at the end of each week.
  • Respond to COR requests for discussion or technical problem resolution within 24 hours of notification.
  • Maintain availability to COR via telephone between 0900-1700 CST, Monday through Friday.
  • Conduct monthly progress meetings with COR to review contractor performance and status starting the second month after award.
  • Lead post-award conference within ten (10) business days after date of award.
  • Present draft project plans at post-award conference for Government review and comment.
  • Deliver final project plans to COR not later than 10 business days after post-award conference.
  • Manage submission of monthly status reports by 10th business day of month summarizing all work performed.
  • Ensure contractor team compliance with all Government regulations, policies, and security requirements.
  • Coordinate replacement personnel approval process with Contracting Officer, providing 15 business days advance written notice.
  • Submit written justification and qualifications for any proposed personnel substitutes.
  • Oversee transition planning at contract conclusion; deliver transition-out plan 90 days prior to task order expiration.
  • Monitor quality of service and contractor performance across all task areas.
  • Ensure all deliverables meet Government acceptance criteria and submission timelines.
  • Manage contract financial performance and invoice processing.
  • Address and resolve performance issues proactively.
  • Serve as escalation point for technical problems or emergent issues.
  • Coordinate with Government personnel on contract modifications, option period exercises, and contract closeout activities.
