About The Position

The Program Manager (PM) will serve as the Contractor's central point of contact and official representative to the United States Government for the Security Assistance Mentors and Cultural Advisors (SAMA) 3.0 program supporting United States Military Group-Iraq (USMILGP-Iraq). The PM is responsible for directing contract performance, supervising contractor personnel, maintaining personnel accountability, ensuring timely reporting and invoicing, and enforcing all contractual, regulatory, administrative, and documentation requirements. The PM will oversee day-to-day contract activities and all administrative and human-resource functions associated with deployed contractor personnel, including mobilization and demobilization, staffing, leave, training, credentials, performance management, replacement actions, and personnel readiness. The Program Manager is not designated as Key Personnel under the PWS. The Government has confirmed that this position may perform its duties from the Contractor's location in CONUS.

Requirements

  • Demonstrated project or program management experience.
  • Experience managing contractor personnel and operations.
  • Strong knowledge of Federal contracting requirements.
  • Working knowledge of Performance Work Statements (PWSs) and contract execution requirements.
  • Experience with invoice management and contract reporting.
  • Ability to supervise personnel and maintain accurate personnel accountability records.
  • Strong organizational, communication, and leadership skills.
  • Ability to serve as the Contractor's authorized representative and decision-maker.
  • Ability to manage multiple concurrent staffing, reporting, compliance, and administrative requirements in support of geographically dispersed personnel.

Nice To Haves

  • Experience managing OCONUS or deployed contractor personnel and operations.
  • Experience with mobilization/demobilization and deployment administration, including CRC, CAC, SPOT, security-clearance, and personnel-readiness processes.
  • Experience managing Government contract staffing, recruiting, employee performance, and rapid personnel replacement actions.
  • Experience coordinating directly with Contracting Officers, Contracting Officer's Representatives, and other Government stakeholders.
  • Experience supporting U.S. Department of Defense, Department of State, security assistance, or international advisory programs.
  • Experience developing and maintaining integrated management, personnel-accountability, compliance, and reporting systems.

Responsibilities

  • Serve as the Contractor's central point of contact, official representative, and sole liaison with the Government for contract matters.
  • Be authorized to direct performance of all work under the contract and serve as the Contractor's authorized decision-maker.
  • Provide oversight of day-to-day contract activities and function as the Contractor's in-house supervisor for contractor personnel.
  • Assign work, approve employee leave, modify employee duties when necessary, and maintain complete and accurate personnel location and accountability records.
  • Ensure Government direction and communication flow through the proper contractual chain of command and prevent unauthorized Government supervision of contractor personnel.
  • Ensure timely submission of Ordered Departure invoices, daily Personnel Status Reports (PERSTATs), monthly invoices, and other required contract reports.
  • Maintain working knowledge of the PWS and applicable regulatory requirements, contractual policies, procedures, and documentation requirements; enforce contractual obligations in accordance with the contract, PWS, and PCO direction.
  • Manage administrative oversight for mobilization and demobilization, CRC reservations, Common Access Cards (CACs), SPOT entries, security clearances, nondisclosure statements, rest and recuperation, training requirements, pay issues, and recruiting.
  • Coordinate and manage contractor personnel administrative and human-resource matters, including personnel status, staffing levels, invoices, PERSTATs, leave, and readiness.
  • Monitor staffing levels, forecast potential vacancies, recruit qualified replacements, and execute replacement actions within contractually required timelines to maintain uninterrupted operations.
  • Serve as the corporate representative for employee counseling and dismissal actions in accordance with company human-resource policies; coordinate performance and communication issues with the PCO and COR.
  • Develop and maintain systems, records, correspondence, reports, procedures, directives, and other documentation required to evaluate, control, and document contract activities.
  • Provide for personnel selection, training, professional development, and work evaluation and make recommendations regarding hiring, termination, promotion, and discipline.
  • Coordinate mobilization priorities with the PCO and COR and execute the approved Mobilization and Employee Phase-In Plan.
  • Take Government direction only from the PCO/COR and ensure contractor personnel comply with established communication and work-assignment protocols.
  • Perform other duties within the scope of program management and contract requirements.
