About The Position

Expression is seeking an experienced Program Manager (PM) to lead the execution of a long-term Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA) enterprise engineering and operations support program. The PM provides strategic leadership across a diverse IT services portfolio supporting enterprise networking, identity and access management, mobility, cloud hosting, collaboration, and communications. This individual will oversee all aspects of contract execution, ensuring exceptional service delivery, operational excellence, quality, and customer satisfaction throughout the life of the program.

Requirements

Bachelor's degree in management, computer science, or information systems.
Minimum 5 years of experience in IT program management.
In lieu of a bachelor's degree, an additional 10 years of experience in IT program management, for a total of 15 years.
PMP (Project Management Professional) certification.
ITIL Foundation certification
Experience applying Agile and Scrum methodologies.
Excellent leadership, organizational, communication, and customer engagement skills.
Active Top Secret clearance with SCI eligibility required.
Must obtain and maintain a favorable DHS Fitness (Entry-on-Duty) determination prior to receiving unescorted access to Government facilities.

Responsibilities

Direct all contractor work under the task order and serve as the senior single point of contact to the Government.
Own performance tracking and reporting, quality control, risk management, invoicing, staffing, and subcontractor management.
Deliver weekly status reports, monthly program management reviews, monthly financial reports, organizational charts, and the quality control plan.
Plan and lead program transition-in and transition-out and conduct the kick-off meeting.
Be available by phone 0800–1600 ET, Monday–Friday, and acknowledge technical problem requests within one hour.
