About The Position

Qualcomm Government Technologies (QGOV) is seeking a Program Manager to lead the onboarding, ramp, and lifecycle management of QGOV products manufactured by external contract manufacturers (CMs). This role is responsible for ensuring QGOV products are produced and delivered on time, within cost targets, and to required quality, security, and compliance standards. The Program Manager will serve as the primary operational liaison between Qualcomm and external manufacturers, working cross‑functionally with internal teams to scale QGOV products from initial production through sustaining volume.

Requirements

  • Bachelor's degree in Engineering, Computer Science, or related field.
  • 2+ years of Program Management or related work experience.

  • Experience with semiconductor‑based systems, modules, or embedded hardware platforms
  • Experience working with Asia‑based contract manufacturers
  • Familiarity with government, defense, or other regulated customer environments
  • Background in production planning, S&OP, or capacity management

Responsibilities

  • Act as the primary interface between Qualcomm and external Contract Manufacturers for assigned QGOV products
  • Lead CM onboarding activities, including RFQs, capacity planning, tooling readiness, and production launch
  • Own the end‑to‑end production lifecycle from RFQ through high‑volume manufacturing and sustaining operations
  • Establish and run regular operating cadence with CMs, including weekly status, yield, quality, and risk reviews
  • Ensure production readiness across materials, tooling, test, documentation, and training
  • Monitor and drive yield, quality, and throughput improvements
  • Lead root‑cause analysis and corrective actions for yield issues, quality escapes, and RMAs
  • Implement and manage change control processes (BOM changes, alternates, supplier or process changes)
  • Develop and maintain capacity plans aligned to sales forecasts and demand signals
  • Identify supply chain risks, long‑lead components, and early procurement requirements
  • Partner with sourcing and supply chain teams to support component availability and cost targets
  • Coordinate consignment strategies when required to meet customer schedules
  • Partner closely with Product Management, Engineering, Finance, Contracts, and Sales
  • Ensure manufacturing execution aligns with product requirements, customer commitments, and financial expectations
  • Support inventory planning, cost tracking, and financial forecasting activities
  • Report program status, risks, and mitigation plans to QGOV leadership
  • Ensure contract manufacturers receive all required specifications, documentation, tools, and training
  • Support compliance with QGOV‑specific export controls, security requirements, and customer obligations
  • Maintain clear documentation and audit trails for production decisions, changes, and approvals
