About The Position

This position is contingent upon contract award and funding. Employment will not commence unless and until the contract is awarded and funding is confirmed. The Program Lead Analyst (PLA) serves as designated Key Personnel responsible for the overall management, supervision, performance, and daily execution of analyst support services across the United States Army Reserve (USAR) enterprise. Operating onsite at USAR HQ Fort Bragg, the PLA exercises full authority to act on behalf of the contractor for all operational matters, managing a team of 16 analysts distributed across multiple staff directorates and geographic locations. The PLA maintains continuous liaison with the Contracting Officer (KO) and Contracting Officer's Representative (COR) to ensure all performance requirements, deliverables, and quality standards under the contract are met seamlessly.

Requirements

  • Minimum of seven (7) years of experience in management or supervision, with at least four (4) years of experience in DoD Staff Leadership.
  • Deep operational expertise in Department of Defense (DoD) staff processes, Army Regulations (AR), contract administration under the FAR, Quality Control Plan (QCP) implementation, and staff management across multi-site military environments.
  • Active SECRET Security Clearance prior to performance start.
  • Must possess or be eligible for a DoD Common Access Card (CAC) and Marshall Hall Access Badge.
  • Compliance with DoD Directive 8140.01 / 8570.01-M training requirements.
  • Must be a U.S. Citizen with full English fluency (reading, writing, and speaking).

Responsibilities

  • Exercises full authority to act for the contractor on all daily operational and administrative contract matters.
  • Directs, manages, and coordinates the daily activities of 16 analysts across USARC G-3/5/7 Engineers, G-1 CPMO, and G-4 NTV Directorates.
  • Implements and maintains the Quality Control Plan (QCP) to ensure all services meet or exceed standards outlined in the Performance Requirements Summary (PRS).
  • Tracks process enhancements monthly via the Process Improvement Tracker (PIT) and manages customer feedback through the Interactive Customer Evaluation (ICE) program.
  • Participates in post-award conferences, quarterly performance evaluation meetings with the KO/COR, and routine briefings with USARC senior leadership.
  • Records, updates, and distributes formal meeting minutes within required timelines.
  • Manages team recruitment, retention, onboarding, and training compliance.
  • Ensures all vacant key and non-key positions are backfilled with qualified personnel within ten (10) workdays of a vacancy.
  • Oversees the timely submittal of all contract deliverables, including Monthly Status Reports (MSRs), long-distance travel requests, trip reports, and annual Service Contract Reporting (SCR) via SAM.gov.
