About The Position

Meta is seeking a Program Manager to join the International Testing Programs (ITP) team within Global Product Quality. The role owns Meta’s payments testing programs and supports ITP’s broader mission of ensuring products work as intended in every market Meta serves. The work includes coordinating in-country validation of payment experiences using real local payment methods, managing payment instruments used by Meta teams, defining coverage and quality metrics, and applying automation to scale testing. The Program Manager will shape how payment experiences are tested across Facebook, Instagram, WhatsApp, Threads, and generative AI products, turning test results into recommendations for product and engineering teams. Beyond payments, the role contributes to test coverage, execution, and program operations across ITP’s wider portfolio, and helps scale international testing through automation.

Requirements

8+ years of experience in program management, technical program management, or quality program management.
Experience managing vendor relationships and external testing partners at scale.
Experience working with ambiguity and building programs where processes are not yet fully defined.
Experience working cross-functionally with product, engineering, legal, compliance, and finance teams.
Experience with data-driven decision-making and defining program metrics.
Experience communicating program status and tradeoffs to technical and non-technical stakeholders.

Demonstrated ongoing AI skill development, such as prompt/context engineering or agent orchestration, and staying current with emerging AI technologies.

Responsibilities

Own active payments testing programs, managing day-to-day delivery of end-to-end payment tests executed in-country using real local payment methods, including market and payment method prioritization, test scoping, execution cadence, results triage, and follow-through with product and engineering owners.
Own passive payment credentials programs, including sourcing, provisioning, and lifecycle management of real payment instruments such as cards, bank accounts, SIMs, and merchant accounts for Meta teams to test payment flows; coordinate handling requirements with privacy, legal, compliance, finance, and enterprise infrastructure.
Contribute to ITP beyond payments by supporting test coverage, execution, and program operations across the wider portfolio.
Help scale the team through automation and AI tooling that reduces manual execution, triage, and reporting work so coverage can grow without headcount growth.
Partner with payments product and engineering teams, QA leaders across product areas, external testing partners, analytics teams, localization program managers, and Meta’s privacy, legal, compliance, and finance teams.
Design testing methodologies and run in-market validation across multiple geographies simultaneously.
Define coverage and quality metrics for payments testing programs and track results to drive product decisions.
Apply AI and automation to deliver testing faster and at greater scale.
