About The Position

The Program Manager will serve as the contractor’s primary lead responsible for overall performance and execution of the contract. This role functions as the main point of contact with the Government, coordinating closely with the Contracting Officer’s Representative (COR) to address requirements, performance issues, and staffing needs. The Program Manager oversees personnel, ensures compliance with all Statement of Work requirements, and is accountable for timely delivery of services and reporting. This position has full authority to manage contract operations, including directing staff, resolving issues, and implementing corrective actions as needed. Position is fully on-site at the NIH Clinical Center (Bethesda, MD). This position is contingent upon award.

Requirements

  • Bachelor’s degree in healthcare administration, business administration, management, or a related field; equivalent experience may be considered.
  • Must meet all NIH Clinical Center medical and occupational health requirements prior to start date, including physical clearance, immunization records, TB screening, and drug testing. All required documentation must be submitted and approved before assignment. Must maintain ongoing compliance with annual training, vaccinations, and health screenings as required.
  • Must be able to obtain and maintain a Public Trust or NIH PIV credential (background investigation required; no national security clearance required).

Responsibilities

  • Serves as primary point of contact between the COR and the Government
  • Serves as primary interface with the COR, providing status updates, addressing performance issues and responding to Government requests including staffing changes, reporting, and corrective actions
  • Oversees staffing coordination and workforce management
  • Oversees deliverables, including reports and documentation, ensuring compliance with contract requirements and timelines
  • Must be comfortable working in a clinical healthcare environment with potential interaction with patients, visitors, and staff
  • Exercises full authority over contract execution, including staffing, performance management, and compliance with all contract requirements
  • Ensures continuous staffing coverage, including management of planned and unplanned absences
  • Oversees quality control and ensure performance meets contract standards and timelines
