About The Position

Battelle is seeking an Explosive Ordinance Disposal and Unmanned Systems Technologies (EODUST) Program Manager within the Defense and Material Solutions (DMS) Business Line and National Security Business Unit, supporting the Advanced Materials and Energetics (AME) Division. This role is located on-site at Tyndall Air Force Base, near Panama City, FL, and involves providing project management support for Research, Development, Test and Evaluation (RDT&E) efforts in EODUST technologies for the U.S. Air Force Civil Engineer Center. The Program Manager will also contribute to Battelle's business growth by coordinating multi-disciplinary project and proposal teams, multiple business lines, and supporting teammates. The position requires building, shaping, and leading the EODUST Program to meet business and customer needs, directing daily program activities, and managing cost, schedule, and technical performance. Responsibilities include securing new projects, guiding internal investment, orchestrating market engagements, and developing program infrastructure for larger markets. Collaboration with engineering leads for high-quality deliverables and Division Managers for execution and innovation is essential. Active research areas include Unmanned Systems, Autonomous Systems, Sensor/Payload Integration, Robotics Appliques, Multi-Vehicle Interactions, Heavy Equipment Operations, Logistics and Materiel Handling, Firefighting, Rapid Damage Assessment, Operations in Hazardous Environments (CBRNE), Cyber Security, Radio Frequency Communications, Artificial Intelligence Software, Force Protection and Security, and Air Force Civil Engineering Operations.

Requirements

  • Bachelor’s degree and at minimum 7 years of relevant work experience
  • Specific experience related to unmanned systems, autonomous systems, sensor/payload integration, and Air Force Civil Engineering is required.
  • Experience in preparing research proposals, research plans and test plans, writing technical papers, executing RDT&E activities, and leading a professional team with responsibility for executing multiple RDT&E activities.
  • Experience mitigating risks through proactive management and remediation of personnel, program, client, and security issues, tracking trends and communicating KPIs.
  • Experience planning and tracking projects using Program Management software.
  • Candidate must be a U.S. Citizen with ability to obtain and maintain a SECRET security clearance.

Nice To Haves

  • PMP Certification highly desired.
  • Graduate of an accredited university with a PhD (or equivalent [bachelor’s degree plus 16 years’ work experience, or a master’s degree plus 12 years’ work experience may be substituted for a Doctorate's Degree]) in a field of science or engineering relevant to EODUST or airbase technologies.
  • Minimum of 15 years of experience in RDT&E since graduation.

Responsibilities

  • Leads the program teams with ultimate responsibility for meeting cost, schedule, quality, and technical/contractual performance of the EODUST program.
  • Manages client expectations and leverages client relationships to develop additional business opportunities.
  • Establishes project performance metrics that ensure successful completion of the project.
  • Leads project risk planning.
  • Applies processes and procedures to identify, analyze, classify, prioritize and manage program risks to formulate a risk management plan that assigns responsibility, determines approaches and specifies mitigation approaches and contingencies in the risk management process.
  • Integrates safety policies and regulations into the project plan.
  • Assists in the process of early identification, analysis, reduction or elimination of hazards.
  • Manages development of program safety measures and implementation of standard workplace safety practices, to mitigate injuries and foster a healthy work environment for staff.
  • Ensures that the project is maintained within the scope, budget and schedule of the baseline agreement and changes the baseline when appropriate client directed changes are approved.
