About The Position

FEDITC is seeking a Program Manager to work in Springfield, VA. The Program Manager serves as the senior contractor leader responsible for the overall management, execution, performance, and continuous improvement of the DHS NCCS 2.0 program. The PM provides enterprise-level leadership across network operations, cloud/platform services, cybersecurity operations, service management, field engineering, surge support, and associated program management activities. The PM is accountable for achieving contract cost, schedule, technical performance, quality, staffing, service-level, and communication objectives across the IDIQ and associated Task Orders. The position serves as a principal contractor interface with the DHS Contracting Officer (CO), Contracting Officer's Representative (COR), OCIO/CISOD leadership, Component stakeholders, Task Order leadership, subcontractors, and corporate management. The SOW specifically places contract-management responsibility on the contractor for achieving cost, schedule, performance, quality, and communication objectives. A United States Citizenship and an active Top Secret/ SCI DoD Security Clearance is required to be considered for this position. This is an upcoming opportunity contingent on contract award.

10 years of cybersecurity management experience, including experience managing contracts or programs of similar size, scope and complexity and relevant experience overseeing technical and management teams.

Responsibilities

Provide overall leadership and management of NCCS 2.0 activities across all SOW areas and Task Orders, ensuring integrated execution of network, cloud/platform, cybersecurity, PMO, field engineering, and surge-support requirements.
Plan, organize, structure, and oversee integrated IT services, projects, operations, deliverables, and personnel while maintaining accountability for cost, schedule, performance, quality, risk, and customer satisfaction.
Serve as the senior contractor point of contact to the DHS CO, COR, OCIO/CISOD leadership, Government technical leads, DHS Components, subscribers, and other stakeholders.
Maintain oversight of 24x7x365 operational service delivery, ensuring required Tier 1 and Tier 2 operational coverage, appropriate escalation to designated Tier 3 resources, continuity across geographically distributed teams, and compliance with Task Order service levels.
Lead workforce planning and execution, including development and maintenance of the Staffing Plan, personnel realignment, recruiting coordination, Entry on Duty (EOD), clearance/suitability requirements, certification compliance, vacancy management, retention, backfill, and surge staffing.
Ensure adequate qualified and cleared personnel are available to meet operational requirements, including personnel supporting Secret, Top Secret, SCI and SAP environments as required by individual Task Orders.
Provide management oversight of subcontractors and teaming partners and ensure their performance supports contract objectives and Task Order service-level requirements.
Oversee cost and budget management, billing/invoicing, Task Order financial performance, ODCs, ROM development, resource forecasting, and program-level financial controls.
Prepare and deliver the required Monthly Progress Report and Monthly Financial Report, including labor utilization, direct costs, technical progress, schedule status, travel, concerns/recommendations, actual-versus-planned costs, CLIN expenditures, obligations, expenses and financial trends.
Establish and maintain program governance, including performance management, risk and issue management, communications management, records management, service management, quality management, configuration/change management, and contract reporting.
Oversee development, implementation, and continuous improvement of business and service processes aligned with applicable ITIL v4, CMMI for Services, NIST CSF, NIST SP 800-53, DHS SELC, DHS CSP, DHS 4300A/B, and other applicable DHS/FCEB requirements.
Lead transition-in and transition-out activities to ensure transfer of operational responsibility occurs without disruption to DHS operations or service delivery.
Oversee Business Continuity, Disaster Recovery, COOP, communications, performance metrics, continuous service improvement, and other required program plans and deliverables.
Monitor performance against SLAs, KPIs, service metrics, staffing requirements and Task Order objectives; identify emerging risks and implement corrective actions.
Ensure the program can realign resources in response to changing workload and maintain reach-back access to technical SMEs, vendors and teaming partners for emergent requirements.
Provide executive oversight of surge operations, fly-away teams, incident-response readiness, and short-notice deployment requirements.
Provide leadership during major cybersecurity incidents, network outages, continuity events and other mission-critical situations, coordinating contractor resources and executive-level communications.
Ensure senior personnel and Tier 3 SMEs provide escalation support, mentoring, technical leadership and knowledge transfer to Tier 1/Tier 2 personnel rather than routinely performing lower-tier operational functions.
Lead customer engagement, executive reviews, formal program meetings, performance reviews and corrective-action activities.
Ensure agendas, minutes, status reports and other contractual communications are prepared and submitted within SOW-established timelines.
Drive continuous service improvement, automation, standardization and operational maturity while ensuring proposed innovations remain aligned with DHS mission requirements.
