About The Position

WSP is seeking a Program Manager to join their PMCM Team, based out of MTA Headquarters in lower Manhattan. This role is a key member of the MTA’s Small Business Development & Mentoring Program, responsible for managing and overseeing the award and successful completion of numerous projects issued to Small Business Contractors. The Program Manager will lead efforts to mentor and assist these firms in developing into independent contractors doing business with the MTA. Projects are located throughout the New York metropolitan area, supporting all MTA Agencies, with typical values ranging from $1M to $5M. The Program Manager will lead a Joint Venture team with The McKissack Group and several subcontractors, managing JV resources and staff, coordinating training delivery, and collaborating with MTA Executive Management to enhance the Small Business Development & Mentoring Program.

Requirements

  • Bachelor’s degree in engineering.
  • A minimum of fifteen (15) years of satisfactory, full-time experience in Construction Management.
  • Professional Engineer’s License issued by the State of New York.
  • Experience in effectively managing a large group of technical and administrative staff.
  • Transportation infrastructure construction experience with the work of the MTA or similar public agency.
  • Experience in effectively managing various size contractors on multiple projects while adhering to budget and schedule.
  • Excellent oral and written communication skills.
  • Demonstrated ability in project management, planning, supervision, analysis of technical/legal questions, and cost analysis.
  • Experience with Scheduling, Cost Estimating, and software such as MS Project, MS Office, etc.
  • Experience in producing high-level reports for executive management and legislative oversight.
  • Training and experience in safety and quality assurance.
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.

Nice To Haves

  • A satisfactory equivalent to a Professional Engineer’s License (e.g. CCM or PMP certification) may be considered at MTA’s discretion.
  • MTA project management experience.
  • Experience with work on an active railroad including track training.
  • Advanced degree.
  • Prior experience in training, mentoring, and teaching CM related topics.

Responsibilities

  • Manage the JV’s staff to ensure performance of all tasks necessary for managing construction projects, including constructability reviews.
  • Support the MTA Procurement Division through the bid process and award of projects.
  • Review submittals such as material submissions, RFIs, shop drawings, Quality Work Plans, Safety Work Plans, Phasing Plans, Look-a-head schedules, and Change Order Requests.
  • Manage the development, training, on-boarding, and assignment of staff to oversee project management and inspection of contracts with Small Business contractors.
  • Provide effective mentoring to Small Business contractors to ensure necessary performance and submissions for project completion and improved performance.
  • Ensure contractual compliance of all construction activities and the performance of supervisory/inspection staff, with a focus on safety and quality.
  • Provide direction and guidance to Contractors and project staff for all construction Project Management requirements, including field oversight, progress meetings, record maintenance, daily reports, submissions, field tests, contract compliance, payment processing, change order processing, phasing plan review, schedule and budget review, inspections, access and protection arrangements, and contractor performance monitoring.
  • Ensure contractors and supervision field staff adhere to all environmental, health, and safety standards, including reporting requirements.
  • Work with the MTA and contractors to minimize disruptions to transit operations and the public, complying with phasing plans, MPT plans, and permits.
  • Meet with and provide periodic updates to MTA Project, Program, and Executive Management on the status of all Program elements.
  • Collaborate with the MTA and JV’s training staff to develop innovative ideas for program improvement.
  • Coordinate with WSP Administrative staff for the management of WSP staff and invoice submissions.
  • Exercise responsible and ethical decision-making regarding company funds, resources, and conduct, adhering to WSP’s Code of Conduct and policies.
