Foxhole Technology is seeking an experienced Program Manager to support a critical Government program. The ideal candidate will bring a robust and professional background in all aspects of IT operations.

Requirements

  • Bachelors of Science Degree
  • Project Management Professional (PMP)® certification
  • Minimum 10 years of experience managing diverse IT programs (to include infrastructure), with a proven track record of leading, developing plans, and implementing complex technical programs and efforts.
  • Extensive background in Army Space and Missile Defense Command (SMDC), Missile Defense Command, and/or US Space Force.
  • Familiarity with SMDC operations in both Colorado Springs, CO and Huntsville, AL.
  • Strong experience in controlling and overseeing IT program execution, ensuring adherence to cost, schedule, and technical objectives.
  • Experience managing and overseeing staff, including identifying and implementing staffing solutions.
  • Strong experience in tracking, reporting, and communicating program progress/status to both technical teams and leadership.
  • Ability to manage multi-faceted projects and coordinate cross-functional teams effectively.
  • Demonstrated experience in risk management, cost management, and scheduling within an IT program management context.
  • Strong communication, problem-solving, and leadership skills.
  • Ability to manage and resolve issues proactively and make decisions that align with the program's objectives and client expectations.
  • Security Clearance: Active Top Secret (TS) with SCI Eligibility required.
  • Think analytically, effective verbal and written communication skills, make decisions, observe/remember details, interpret data, concentrate on tasks, adjust to change, handle stress/emotions.
  • Regular attendance, maintain work schedule, attend meetings, meet deadlines, keyboard/type, handle confidential information, use math/calculations, stay organized, operate office equipment, may direct others.

Nice To Haves

  • Staff experience at a Unified Combatant Commands, Geographic Combatant Command, or Function Command.
  • Staff experience at SMDC in both Colorado Springs, CO and Huntsville, AL.

Responsibilities

  • Provide overall management of Technical Requirements, projects, cost and budgets, personnel, planning, quality control, direction, coordination, deliverable submissions, effort proposals, and reviews necessary to assure effective contract performance and acts as single POC for the KO and COR on these and related issues.
  • Monitor contractor personnel and monitor support to ensure employees are not performing Inherently Governmental Functions (IGF) or personal services on any effort.
  • Lead and manage all aspects of the IT program, ensuring alignment with program objectives and requirements.
  • Develop, implement, and control comprehensive program management plans and strategies to meet program goals.
  • Coordinate and manage program staff and resources to ensure optimal program execution and that technical, schedule, and cost goals are met.
  • Monitor, track, and approve contract personnel travel.
  • Ensure compliance with program requirements, to include government required training, while providing high-quality deliverables.
  • Maintain a training record and file on each contract employee subject to Government-Mandated training.
  • Manage the program's budget, including tracking costs, identifying variances, and implementing corrective actions as needed.
  • Track and report program status, progress, and potential risks to stakeholders and senior management.
  • Act as a liaison between technical teams, clients, and senior leadership to ensure program goals and objectives are met.
  • Implement staffing solutions, identifying required resources and ensuring proper allocation and management throughout the lifecycle of the program.
  • Maintain and ensure the program meets relevant regulatory and compliance standards.
  • Provide leadership, mentorship, and guidance to program staff, fostering a collaborative and productive team environment.
  • Prepare presentations, reports, and manage staff schedules to maximize efficiencies based on information about customer systems to be evaluated to include system specifications and appropriate skill sets.
  • Be responsible for audit or inspection activities and take steps to ensure all gaps are addressed in a timely manner.
  • Ensure that all contractor performance metrics quality levels are being met or exceeded through the contractor’s quality control process.
