Program Manager (Remote)
About The Position
GovCIO is seeking a Program Manager to lead cross-team, multi-vendor coordination for the VA's patient-generated health data (PGHD) ecosystem, supporting the Veterans Health Administration (VHA) Office of Connected Care. This role involves overseeing delivery across VA's PGHD applications, Validic's aggregation platform, and new integrations like Google Health. The Program Manager will ensure technical alignment, manage stakeholders, orchestrate cross-team efforts, and maintain data quality. The goal is to enable national-scale delivery of device-derived health data to VA clinicians and Veterans by aligning program goals, stakeholder needs, and technical execution with mission-critical outcomes. Ideal candidates will have program management and Agile delivery experience, with the ability to navigate complex enterprise healthcare systems. This is a fully remote position within the United States and may require up to 10% travel for quarterly reviews.
Requirements
- Bachelors degree with 12+ years experience (or commensurate experience).
- Experience supporting federal programs or within the VA/OCC environment.
- Familiarity with health data integration platforms such as Validic, or with CGM/remote patient monitoring data (for example, Abbott, Dexcom).
- Experience with health data API transitions or integrations such as Google Health or similar device APIs.
- Experience with native mobile (iOS and Android) and web product delivery.
- Background working with patient-generated health data (PGHD) or clinical data sources.
- Knowledge of compliance standards, OAuth/CASA workflows, or healthcare-related systems.
- Familiarity with modern tech stacks, APIs, cloud platforms, or DevSecOps.
- Experience with backlog tools such as Jira, Azure DevOps, or similar.
- Experience working with distributed, remote teams.
- Ability to obtain and maintain a Suitability/Public Trust clearance.
Responsibilities
- Coordinate delivery across multiple products, vendors, and teams in a matrixed environment.
- Supervise staff, including performance oversight, coaching, hiring, and professional development.
- Lead cross-functional coordination between VA teams, Validic, and third-party device vendors.
- Drive the Google Health API transition across the VA's PGHD applications and pipelines.
- Coordinate investigation and resolution of data-quality issues across multiple sources.
- Facilitate vendor partnerships and support negotiations for new integrations.
- Manage pre-read and action-item workflows to ensure productive coordination sessions.
- Oversee alignment across PGHD applications, mobile and web teams, and downstream pipelines.
- Manage integrated program plans, including risk and status reporting.
- Resolve cross-team blockers and escalate risks to leadership.
- Provide oversight of sprint planning, execution, and retrospectives.
- Serve as a central liaison across VA digital health programs.
- Manage vendor and integration partner deliverables, ensuring quality standards are met.
- Advise clients on strategic and technical solution options.
