About The Position

The Center for Victims of Torture (CVT) is seeking a Program Manager to lead and manage its Hope & Belonging program in St. Paul, Minnesota. This role is crucial for ensuring the smooth operation and delivery of services to clients, fostering cohesive interdisciplinary care teams, and supporting the development of new program partnerships. The Program Manager will also oversee billing and other fee-for-service programs. This position is open to candidates located in the St. Paul, MN area who are authorized to work in the U.S. and will not require visa sponsorship. The role is partially remote, with 80% of the time spent in the St. Paul office and 20% remote.

Requirements

Advanced degree in social work, psychology, counseling, public administration, or related field
Minimum 5 years of progressively responsible experience related to trauma and mental health and psychosocial support (MHPSS) or related fields
2 years of experience successfully managing clinical and administrative professionals
Previous experience with medical billing
Demonstrated success building strong, cohesive teams
Demonstrated success providing remote supervision to direct reports working in a hybrid environment
Ability to travel to a variety of locations in the Twin Cities metro area
Working knowledge of Microsoft Office suite (Outlook, Word and Excel)

Nice To Haves

5 years of experience providing mental health services to survivors of trauma
Licensure as an LP, LICSW, LMFT and LPCC, or license-eligible
4 years of experience successfully managing clinical and administrative professionals
Demonstrated experience developing and implementing new programs
Demonstrated experience developing grant proposals and participating in creation of reports for funder
Knowledge and use of relationship-based therapy models
Ability to manage direct reports effectively; including ability to develop rapport, build strong, trusting relationships and work cross-culturally. Team is interdisciplinary and works in high-intensity trauma.
Superior interpersonal skills and demonstrated ability to collaborate and communicate effectively with individuals across an organization
Ability to develop relationships and communicate effectively (in writing and verbally) with colleagues working both in the U.S. and internationally, as well as with other stakeholders
Ability to successfully create and manage a grant-funded program budget

Responsibilities

Develop the annual budget and manage program expenditures within budget parameters.
Create and maintain positive relationships with program stakeholders.
Coordinate with HR, Finance, and health information management teams to ensure smooth day-to-day program operations and troubleshoot issues.
Supervise program supervisors, client services coordinator, insurance case manager, and interpreters.
Build a strong and cohesive team.
Oversee the hiring, training, coaching, and development of staff members through ongoing feedback and formal performance management systems.
Hold regular supervisory meetings with direct reports.
Coordinate and facilitate team meetings.
Ensure achievement of goals for direct supervisees.
Develop and maintain annual work plans for direct supervisees.
Ensure a flow of communication between the program and the rest of the agency.
Manage community outreach activities to build and maintain relationships with relevant refugee communities.
Assist with the development of additional community programming.
Provide representation as the project leader at various community and stakeholder meetings.
Hire, train, and supervise program volunteers, and lead and coordinate the volunteer program.
Build awareness of CVT’s clinical programs in Minnesota.
Provide training on torture and war trauma to schools, community programs, and immigrant/refugee service providers.
In collaboration with External Relations staff, speak to visitors and media about clinical services and torture treatment.
Develop and manage the clinical internship program for master’s and bachelor’s level social work and counseling students.
Provides supervision to the program team, including volunteers and interns, plus contract medical providers.
