We are currently seeking a Program Manager – Transportation Security. This is a hybrid position located in Egg Harbor Township, NJ. Battelle’s Infrastructure Safety & Security Division provides research development test and evaluation services to the Department of Homeland Security (DHS) Transportation Security Laboratory (TSL). The Program Manager leads and ensures the successful delivery of research, development, test, and evaluation support services to the TSL customer through effective financial, schedule and technical performance management of multiple, simultaneous task orders and 20+ professional staff including subcontractors. The Program Manager also leads related business development activities such as opportunity forecasting, capture, and proposal management.

Requirements

  • Bachelor’s degree and seven (7) years of relevant experience; or an equivalent combination of education/experience in business, technical or engineering.
  • Strong oral and written communication skills.
  • Highly motivated and self-starter with a strong desire to learn.
  • Sole US Citizenship with eligibility and willingness to obtain and maintain a DOD Secret Security Clearance and to obtain TSA Suitability.

Nice To Haves

  • Bachelor's degree in a business, technical, or engineering field with ten (10) years of program management experience, of which five (5) years shall be managing complex scientific, engineering, transportation, or related activities; or master's degree in a business, technical, or engineering field with five (5) years of program management experience, of which two (2) years shall be managing complex scientific, engineering, transportation, or related activities; or an equivalent combination of education and experience in a related field.
  • Demonstrated knowledge and understanding of national security systems.
  • Project Management Professional (PMP) certification from the Project Management Institute (PMI).
  • Active DoD Secret security clearance.
  • Prior experience with TSA or DHS, particularly associated with Transportation Security Equipment (TSE).

Responsibilities

  • Plan resource requirements necessary to satisfy contract requirements and work with procurement and recruitment support specialists to satisfy staffing and material needs.
  • Plan and manage financial performance of projects with assistance from finance and procurement specialists.
  • Assign staff to projects based on skills, experience and education needed to fulfill contract labor category qualifications and security credentials (i.e. Secret clearance).
  • Coordinate with facility safety officer (FSO) for security clearances and/or DHS suitability, as needed for staff members and purchased labor resources.
  • Assess workplace safety with staff and environmental safety and health (ES&H) representatives to establish formal hazard analysis procedures and training, report near misses and accidents, and/or record management safety observations (MSOs).
  • Review quality assurance (QA) procedures with assigned staff to ensure understanding and compliance, and work with QA representatives to plan training and make updates or revisions to established procedures.
  • Communicate regularly with customers, subcontractors and stakeholders to discuss plans, report status, and request assistance as needed to achieve program objectives and ensure customer satisfaction.
  • Manage staff and financial resources continuously to meet or exceed targets and expectations, and report at least monthly on financial, schedule, and technical status of projects to internal management and external customer representatives.
  • Develop risk assessment and mitigation plans for projects and continuously monitor status and need to revise/update plans, including requests for At-Risk activity approval.
  • Lead staff in capture of intellectual property on Internal Research & Development (IR&D) projects and contracts that contain appropriate FAR clauses.
  • Meet with staff periodically to develop and establish goals, review progress, provide performance feedback, and provide opportunities to obtain skills and experience needed for career growth, and coordinate with human resources as needed.
  • Proactively lead and manage new and follow-on contract opportunities with assistance from business development representatives, acting as capture and/or proposal manager when appropriate, to develop technical solution and pricing analysis with assistance from a pricing specialist.
