About The Position

Loudoun County Government is seeking an experienced, detail-oriented, and self-motivated Program Manager to lead the Transportation Planning team within the Department of Transportation and Capital Infrastructure (DTCI). This role is part of the Transportation Planning and Traffic Engineering division and involves supervising planning and engineering staff. The position manages program activities related to short and long-range transportation planning, data collection, and warrant studies. The team collaborates closely with other County agencies, including the Department of Planning and Zoning and the Department of Building and Development.

Requirements

  • Master’s degree in field related to assigned area, such as Planning, Public Administration, Public Policy, Engineering or related field; four (4) years of related, progressively responsible work experience; or equivalent combination of education and experience.
  • Strong project management and leadership skills.
  • Ability to perform analytical research.
  • Prior experience presenting findings to the public and elected officials.
  • Ability to provide prompt and effective customer service to various stakeholders.
  • Excellent verbal and written communication skills.
  • Prior public speaking experience.
  • Ability to reason and solve problems in a collaborative manner.
  • Ability to manage multiple time-sensitive tasks in a fast-paced work environment.
  • Occasional attendance at meetings outside normal business hours to present information to the Board of Supervisors and/or other stakeholder groups.
  • A valid driver's license is required.
  • Employment is contingent upon successful background check completion, to include criminal, credit, and driving record checks.

Responsibilities

  • Plans, directs, and manages program operations through subordinate managers.
  • Ensures subordinate teams provide technical, administrative, and customer support to ensure compliance with transportation regulatory requirements and needs for projects, including new developments and major renovation projects.
  • Monitors and evaluates program progress towards goals, adjusting objectives, workplans, schedules, and resource commitments as needed.
  • Coordinates and oversees the review of plans and construction for high-priority developments to ensure compliance with County laws, rules, and regulations.
  • Promotes customer-focused communication by obtaining feedback from internal and external stakeholders, assessing satisfaction, and providing feedback to improve customer service.
  • Ensures subordinate staff respond promptly and proactively to service requests, providing thorough, accurate, and current information.
  • Mediates disagreements between program managers, County staff, consultants, and stakeholders regarding traffic engineering, planning, and development projects, operational problems, or concerns, and makes final decisions.
  • Meets with high-level officials from Federal, State, and County agencies, business representatives, and community groups to present programs and projects, resolve identified issues, and provide direction to team managers for reporting and budget requirements.
  • Sets goals, objectives, and priorities for the Program and identifies short-term and long-term staffing needs.
  • Provides full technical review of work and makes organizational changes to improve workflow.
  • Provides leadership, technical, and administrative supervision over subordinate staff.
  • Manages the transportation referral program for land development applications.
  • Coordinates the Preliminary Design Review Meeting Program.
