About The Position

The mandate of the Rail Construction Program is to transform, develop, grow, and sustain Ottawa’s Light Rail Transit Systems as a component of the City of Ottawa’s overall transportation and mobility strategy. You are responsible for planning and managing the day-to-day delivery, operations and implementation of the Testing and Commissioning Unit’s programs and services. Programs, services, projects, and activities include: Testing and Commissioning strategy for Light Rail, Compliance Variation and Validation, Management of internal and external partners (RTM, OTC), Deficiency management post substantial completion. You are also responsible for managing the unit’s human (including contracted services for SME consultants) and financial resources, and stakeholder and partner relationships.

Requirements

  • Completion of a 4-year university degree in Mechanical, Civil or Electrical Engineering.
  • Minimum of 8 years of related experience in rail construction engineering, and engineering design on a LRT (Light Rail Transit) system.
  • Minimum of 5 years in the management of human resources and/or external contract resources.
  • Minimum of 5 years in management of operating capital budgets, preferably in a municipal setting.
  • Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO).
  • Rail transit operations, including systems integration, testing, and commissioning.
  • Key rail functions and systems including light rail vehicle selection, design, assembly, testing, and commissioning, communications-based train control systems, SCADA, railway safety and security systems, ATP signaling systems.
  • Procedures and processes for safety certification and/or regulatory approvals for light rail vehicle projects.
  • Financial management practices and budget processes, contract document preparation, the tendering process and supervision of field services.
  • Methods used to deal with the media in a professional manner.
  • The City of Ottawa’s organizational, governance and administrative structures.
  • Legislation, regulations, policies, standards, and guidelines relevant to the work.
  • Industry trends and developments.
  • Business administration concepts, theories, principles, and methodologies.
  • Corporate policies, guidelines, and practices.
  • The various Collective Agreements in place at the City.
  • Understanding of the programs/services and operations of other City areas, and the inter-relationships between them and own work area.
  • MS Office Suite (Word, Excel, PowerPoint MS Project) SAP.
  • Familiarity with applicable health and safety legislation, knowledge of any potential or actual danger to health or safety in the workplace, and knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.
  • English oral, reading, writing.
