About The Position

The Facilities Standards and Commissioning Program Manager is the primary point of contact responsible for planning, coordinating, administering/executing, monitoring, and advancing facilities management’s: Design and Construction Standards program; Commissioning programs from development of Facility Management’s (FM’s) owner project requirements, through feasibility, programming, design, construction, functional performance testing, and turnover supporting FM through the 1st year of warranty. The incumbent will implement and manage these programs for FM, to ensure construction and renovation projects document and deliver commissioned systems conforming to the University’s expectations including: the owner’s project requirements, the University’s design standards and approved Architects/Engineers (A/E) design and operating sequences, and the manufacturer’s installation and operating guidelines. This position will manage and document Facilities Design and Construction Standards and Design and Construction project commissioning requirements and activities on behalf of Facilities Management for these programs. This position should act as FM’s liaison and primary point of communication and coordination with internal and external project managers and commissioning agents for these programs accordingly. Facilities Standards and Commissioning Program Manager will engage FM unit supervisors and other key stakeholders as necessary to execute the program. They will provide regularly scheduled reports and programs as directed by the Director of Energy and Engineering to keep FM’s Operations Managers and FM senior leadership informed of changes, progress and issues associated with these Standards and Commissioning (CX) programs. This position will work collaboratively and transparently with FM and Project Management teams to help both ensure that American University’s (AU’s) Design and Construction standards are properly developed, communicated as necessary to be incorporated into projects and that AU’s Facilities Commissioning Program helps document the corresponding project design and construction incorporate AU’s project requirements such that the commissioned systems are functionally demonstrated/tested and fully reported to perform as specified/designed/intended with the appropriate tools, parts, drawings, manufacturer’s documentation and training to enable FM maintenance teams with operating them throughout their expected life cycle. This position will serve as FM’s program administrator for contracted commissioning agents. This position will be responsible for associated data management and upkeep as well as all necessary program awareness, education, and outreach. The incumbent will coordinate and resolve coordination issues and customer concerns related to these programs.

Requirements

  • Bachelor's degree or equivalent
  • 4 - 6 years of relevant experience in leadership roles in building operations, design and/or construction management.
  • General understanding and experience with building automation systems, building commissioning, and project turnover/closeout.
  • General understanding of and experience with design and construction contract administration, general and subcontractor relationships.
  • General understanding of and experience with Construction Quality Assurance and Quality Control.
  • Technical skills in design, construction, and operation of engineered systems.
  • Fundamental level knowledge in heating ventilation and air conditioning (HVAC) air and hydronic system operation, instrumentation, testing, adjusting and balancing.
  • Fundamental understanding of Building Electric and Building Automation Systems.
  • Working knowledge of ASHRAE Indoor Air Quality and Energy codes.
  • Excellent interpersonal communication and problem-solving skills.
  • Advanced knowledge of Microsoft Office and Adobe Acrobat.
  • Ability to understand technical writing, read blueprints, design, drawings, operations and explanations and summarize and discuss commissioning subject matter with confidence.
  • Familiarity with Primavera or Microsoft Project scheduling software.
  • Knowledge of construction safety risks and mitigation techniques as well as computerized maintenance management systems.

  • Construction Program Management Experience.
  • Professional certifications including: Project Management Professional (PMP), Commissioning Certifications through Building Commissioning Association (BCA), Associated Air Balance Council’s Commissioning Group) and/or the American Society for Heating and Refrigeration Engineer’s (ASHRAE) are desired.
  • Professional Engineer in Training (EIT), American Energy Engineer’s Certified Energy Manager (CEM), the Green Building Council’s Leadership in Energy and Environmental Design Accredited Professional (LEED AP), General Contractor’s license, Trade and/or professional education and licensing are also desired.
  • Institutional and larger commercial building inspection experience is also desired.

Responsibilities

  • Commissioning Program Manager Serve as Facilities Management’s commissioning program subject matter expert and primary point of contact for FM key stakeholders and AU Design and Construction project managers.
  • Maintain and update as required by the University’s commissioning program document.
  • Work with project managers to ensure that they understand and are mindful of FM’s needs, expectations and requirements and to keep FM leadership informed of project/program scope(s), work plan(s) and work schedule(s) and FM’s opportunities for collaborative support and coordination with the same embracing your responsibility for the communication of requirements, delivery of service, documentation of responsibilities, activities and performance of commissioning and warranty tasks and deliverables between AU’s project managers and FM’s internal unit managers.
  • Coordinate design and submittal reviews, inspections, and witness testing.
  • Provide direction and guidance to project commissioning team members.
  • Serve as contract manager/administrator for all FM third-party commissioning agents/consultants’ contracts.
  • Report regularly to the Director of Energy and Engineering on commissioning program progress, success, accomplishments and monetized savings.
  • Identify and escalate concerns at the earliest opportunity to facilitate the project team’s efforts to complete projects within budget and schedule constraints.
  • Conduct commissioning program reviews project by project for FM and PM participation.
  • Advancing AU’s Facilities Commissioning Program As AU/FM’s subject matter expert on Commissioning ensure training is conducted annually for key FM/PM and other personnel as necessary to ensure that they understand the AU CX program, the steps and responsibilities and practical benefits and expectations of implementation behind each.
  • Maintain a thorough understanding of industry and regulatory expectations associated with AUFM’s Commissioning program to ensure requirements and good value are delivered accordingly.
  • Demonstrate strong leadership with commissioning technology evaluation and adoption to facilitate more successful program implementation and project turnover/close-out.
  • Conduct semi-annual CX program lessons learned and performance discussions and recommend program improvements as determined to be necessary and to develop a consistent standard for the program’s execution and deliverables.
  • Design Standards Committee Manager Manage AU’s multidisciplinary standards committee.
  • Maintain effective working relationships with all the key stakeholders/committee members.
  • Plan and organize regular meetings.
  • Advocate and maintain a leadership focus on operational requirements with a focus on quality, maintainability, reliability, energy efficiency and life cycle cost-based recommendations.
  • Responsible for incorporating standards into all AU construction and renovation projects.
  • Document proposed changes, committee recommendations and senior leadership response/approval as necessary.
  • Approved updates shall be documented and summarized and posted as applicable.
  • AU Design and Construction Standards complete version shall be updated as necessary.
  • Advancing AU’s Design and Construction Standards Program As AU/FM’s subject matter expert on AU’s Design and Construction Standards program work with senior FM management to develop a current regulatory library available to appropriate supervisors and/or staff.
  • Identify key changes and topics as they pertain to AU’s Design and Construction Standards and/or the District of Columbia’s (DC’s) regulatory framework.
  • Ensure training is conducted for key personnel as necessary to ensure that they are aware of key changes to the standards and/or associated lessons learned from the use of same or because of recent projects or project related concerns.
  • Demonstrate strong leadership with standards advocacy, document sharing and version control to develop a wider understanding and consistent standard for the program’s adoption and application.
  • Collaborate to Modernize Construction to Operations Transition Procedures Provide consistent guidance with Facilities Standards and Commissioning as well as strong collaboration (in accordance with your chain of commands vision) with the leadership of facilities supervisors and project management teams and with the Manager, Planned Maintenance & Customer Response Center (CRC) to optimize or otherwise improve: 1.) New Asset Addition to Integrated Work Management System (IWMS) – together developing/improving standards for project deliverables adding new project assets/data to FM’s IWMS, 2.) New Asset Warranty, Preventive Maintenance and Service Tracking in IWMS – together developing/improving standards for project deliverables collecting and ensuring that equipment data for asset age, identification and scheduled maintenance are entered into IWMS efficiently to begin tracking and management by Facilities Operations teams, and 3.) Project documents archiving and preservation – together developing/improving standards for project documentation to ensure standardized and consistent drawing document naming/filing/record keeping.
  • Other Duties as Assigned AU and FM Organizational Administrative requirements/training, and other duties as assigned by the Director of Energy and Engineering.
