The Facilities Standards and Commissioning Program Manager is the primary point of contact responsible for planning, coordinating, administering/executing, monitoring, and advancing facilities management’s: Design and Construction Standards program; Commissioning programs from development of Facility Management’s (FM’s) owner project requirements, through feasibility, programming, design, construction, functional performance testing, and turnover supporting FM through the 1st year of warranty. The incumbent will implement and manage these programs for FM, to ensure construction and renovation projects document and deliver commissioned systems conforming to the University’s expectations including: the owner’s project requirements, the University’s design standards and approved Architects/Engineers (A/E) design and operating sequences, and the manufacturer’s installation and operating guidelines. This position will manage and document Facilities Design and Construction Standards and Design and Construction project commissioning requirements and activities on behalf of Facilities Management for these programs. This position should act as FM’s liaison and primary point of communication and coordination with internal and external project managers and commissioning agents for these programs accordingly. Facilities Standards and Commissioning Program Manager will engage FM unit supervisors and other key stakeholders as necessary to execute the program. They will provide regularly scheduled reports and programs as directed by the Director of Energy and Engineering to keep FM’s Operations Managers and FM senior leadership informed of changes, progress and issues associated with these Standards and Commissioning (CX) programs. This position will work collaboratively and transparently with FM and Project Management teams to help both ensure that American University’s (AU’s) Design and Construction standards are properly developed, communicated as necessary to be incorporated into projects and that AU’s Facilities Commissioning Program helps document the corresponding project design and construction incorporate AU’s project requirements such that the commissioned systems are functionally demonstrated/tested and fully reported to perform as specified/designed/intended with the appropriate tools, parts, drawings, manufacturer’s documentation and training to enable FM maintenance teams with operating them throughout their expected life cycle. This position will serve as FM’s program administrator for contracted commissioning agents. This position will be responsible for associated data management and upkeep as well as all necessary program awareness, education, and outreach. The incumbent will coordinate and resolve coordination issues and customer concerns related to these programs.
