About The Position

North Texas Behavioral Health Authority (NTBHA) is seeking a passionate Program Manager for its State Hospital Step Down Program. This program focuses on identifying, assessing, and facilitating the successful transition of adults with serious mental illness (SMI) or combined SMI and medical needs from hospital settings to community-based services. The Program Manager will oversee all aspects of the program, including training, supervision, and ensuring services delivered after enrollment meet standards. The role involves direct supervision of Care Coordinators or the Intensive Transition Team (ITT), overseeing admissions, and managing daily activities within the transitional home and community residences. The ITT collaborates with various stakeholders, including hospital staff, MCOs, peer specialists, and families, to ensure a person-centered transition process. The Program Manager also represents the ITT in court-related processes. Travel within the NTBHA catchment area (Dallas, Ellis, Hunt, Kaufman, Navarro & Rockwall Counties) is required, potentially up to 100% of the time, using fleet or personal vehicles for visits, meetings, and other business needs. This exempt position requires schedule flexibility to meet organizational needs.

Requirements

  • Graduated from an accredited college or university with a master’s degree with a major specialization in Human/Behavioral/Social Services or related field.
  • Minimum of three years of experience in community mental health working with adult population with SMI and/or worked at a psychiatric hospital and/or Assertive Community Treatment (ACT) team (if a Qualified Mental Health Professional).
  • Minimum of 1 year of supervisory experience.
  • Experience implementing new programs.
  • Familiarity with relevant laws and regulations governing mental health services.
  • Experience in working case-management.
  • Knowledge of trauma-informed care principles and strategies.
  • Experience in providing psychosocial education, skills training, or assessments, particularly with the target population.
  • Experience with participating in a treatment team that develops and monitors treatment plans for persons with severe persistent mental illness and substance use disorders.
  • Knowledge of the Texas crisis response requirements.
  • Knowledge of the various community resources and providers within the NTBHA service area.
  • Possess and maintain a valid driver’s license.
  • Pass and maintain a clear background record as required for healthcare organization under state and federal contracts.
  • Ability to become familiar with company-specific programs and software.
  • Advanced Microsoft Office Suite skills - Outlook, Word, Excel, PowerPoint, etc.

Nice To Haves

  • Licensed Practitioner of the Healing Arts (LPHA): LPC, LCSW, Licensed Psychologist, or LMFT and/or experience Qualified Mental Health Professional.
  • Bilingual ability preferred but not required.

Responsibilities

  • Oversee all aspects of the State Hospital Step Down Program, including training and supervision.
  • Provide direct supervision to members of the State Hospital Step Down Program Care Coordinators or Intensive Transition Team (ITT).
  • Oversee admissions into the program, including residents of the Transitional Home and those residing in the community.
  • Ensure services delivered after enrollment, including oversight of daily activities within the home.
  • Represent the ITT in court-related processes, including written reports and testifying, as approved.
  • Use NTBHA’s approved curriculum and assessments with clients.
  • Seek clinical consultation as needed from the Chief Clinical Officer.
  • Assist clients in crisis in accessing appropriate mental health services and facilitate continuity of care.
  • Provide accurate and timely reporting metrics to the Chief Clinical Officer or designee.
  • Make accurate and effective assessments and recommendations regarding client mental health needs.
  • Develop and maintain rapport with persons in crisis using modalities such as Motivational Interviewing.
  • Develop and maintain rapport with various agencies and organizations involved with the State Hospital Step Down Program.
  • Prepare, create, and maintain records, files, documents, reports, and correspondence.
  • Work with other NTBHA employees, members of partner agencies and organizations, as well as the target population and their families in a constructive and efficient fashion.
