About The Position

The Program Manager, Recycling and Waste Recovery serves as part of the leadership team responsible for the delivery of community-based solid waste and recycling programs. This role involves leading communications strategy, public education, engagement, and outreach efforts to support achievement of diversion targets through community participation and awareness. The position also includes preparing tender documentation, managing consultants and contractors, evaluating program effectiveness, identifying enhancement opportunities, and directing research into new program areas. Additionally, the role provides technical assistance, manages budgets, and is responsible for staff hiring, training, development, and performance management.

Requirements

  • Technical knowledge of solid waste and recycling industry practices, service delivery models and associated regulatory frameworks.
  • Skilled in project management, service delivery, public engagement and education/outreach development and delivery models.
  • Knowledge of communications planning practices including community based social marketing principles.
  • Knowledge of contract law, procurement practices and contract management risks and issues.
  • Ability to resolve complex customer and operational challenges or issues and develop creative solutions that align with service delivery requirements.
  • Ability to prepare effective briefings, reports and presentations, demonstrating excellent written and oral communication skills to a wide variety of audiences including public engagement.
  • Ability to coach, train and mentor other staff members in a collaborative team environment and lead the development of annual work plans.
  • Skilled in recruitment practices, contract administration, analytics, procurement and monitoring service performance.
  • Ability to work collaboratively and build relationships with other levels of government, community members, and organizations.
  • Skill in the use of Tempest, Infor Public Sector (IPS), Amanda, Richmond Interactive Map, MS Office and records management systems.
  • Ability to successfully clear a Police Information Check.
  • Bachelor’s degree related to waste management, program management, people management and/or communications is required
  • Accreditation from the Solid Waste Management Association of North America (SWANA) and/or Certified Associate in Project Management (CAPM) is required.
  • A minimum of 3 years of related work experience is required which may include a combination of solid waste and recycling program management and contract administration.
  • A minimum of 3 years experience working in a municipal setting, with demonstrated experience in people management and community engagement.
  • Valid Class 5 Driver’s Licence for the Province of British Columbia.
  • An equivalent combination of education and experience would also be considered.

Responsibilities

  • Provide direction and oversight to a staff team responsible for customer service, administration and delivery of solid waste and recycling outreach and engagement initiatives.
  • Lead communications strategy, public education, engagement, and outreach efforts to support achievement of diversion targets through community participation and awareness.
  • Prepare tender documentation, solicit expressions of interest and prepare award proposals and service contracts.
  • Manage the work of consultants and contractors.
  • Administer related service and product stewardship agreements.
  • Evaluate existing solid waste and recycling programs for effectiveness in achieving diversion targets.
  • Identify opportunities for enhancements.
  • Direct staff research into new program opportunity areas for alignment with regulatory frameworks and corporate priorities, e.g. sustainability-related strategies.
  • Provide technical assistance to staff and external parties for solid waste and recycling waste management plans for developments and commercial buildings.
  • Plan and manage budgets and process associated financial statements.
  • Responsible for hiring, orientation, training and developing of work plans and job performance expectations, evaluate and supervise/coach/mentor staff.
  • Initiate disciplinary action as required.
