About The Position

The Recycling Program Manager plans and administers the City’s comprehensive waste reduction and diversion programs. This role involves developing and proposing new or expanded programs to ensure compliance with federal, state, and local recycling regulations and laws, and conducting feasibility analyses. The manager establishes priorities, policy, and work procedures for the waste reduction and recycling program, and oversees the implementation of local ordinances such as the City’s Environmentally Preferable Purchasing Program, City Mandatory Recycling Ordinances, and the Construction and Demolition Deposit Ordinance through education, outreach, technical assistance, and enforcement. Key responsibilities include making programmatic decisions, developing and monitoring program budgets and grants, maintaining oversight of waste reduction and recycling contracts, and producing, evaluating, and managing program tracking systems and reports. The role also involves acting as a liaison with various agencies and industry groups, representing the City at conferences and events, monitoring and responding to legislation, and providing expertise to City staff, officials, and community groups. Additionally, the position includes supervising, training, and evaluating subordinate staff.

Requirements

  • Bachelor’s degree or equivalent education (i.e., minimum completed units = 120 semester/180 quarter).
  • Five years of full-time professional-level experience planning, developing, administering, and/or implementing public or private recycling programs, waste reduction and diversion programs, and/or non-burn resource recovery programs.
  • A valid California Class C Driver's License is required at the time of hire.
  • Proof of degree/transcripts, if utilized to meet the minimum requirements.
  • For City of San Diego employees, proof of Out-of-Class Assignment (OCA), if utilized to meet the minimum requirements.

Nice To Haves

  • Master’s degree in Public Administration, Business Administration, Environmental Science, or a closely related field may be substituted for a MAXIMUM of six months of the required experience.

Responsibilities

  • Produce, evaluate, and manage program tracking systems and reports.
  • Act as a liaison with international, federal, state, and local agencies and recycling and waste management industry groups.
  • Represent the City at conferences and major recycling, waste reduction, and diversion events.
  • Monitor, propose, and respond to various state and federal legislation affecting the program.
  • Provide technical recycling, waste reduction, and diversion information and expertise to City staff, City Council members, the Mayor’s Office, other political bodies, the business and military communities, and citizen groups.
  • Supervise, train, and evaluate subordinate staff.
  • Perform other duties as assigned.
