About The Position

The REACH program serves Milwaukee County youth ages 5-23 who are experiencing a psychiatric crisis or if intervention is not provided, are at risk of experiencing a psychiatric crisis. The purpose of REACH is to assist with conflict management to prevent out-of-home placement, improve the youth’s coping skills to reduce risk of harm to self or others, and assist in obtaining supportive services in the community. The Program Manager is responsible for the initiation, over-site, performance, and continual monitoring of programming for clients; as well as ensuring fiscal viability of ongoing programs and monitoring adherence to licensing, accreditation and/or contractual standards. The manager oversees the hiring, training, development and discipline of program staff and assists with the process of service planning and delivery. May provide support in performing the duties of a Mental Health Professional as needed.

Requirements

  • Master’s degree in Social Work, Human Services, or related field required.
  • Ability to interpret and implement statues related to the program.
  • Knowledgeable regarding WI DHS Chapter 34 and 36.
  • Strong organizational skills, ability to manage multiple complex tasks, strong professional communication and team work.
  • Knowledge of methods of treatment planning and evaluation.
  • Ability to display cultural competence and sensitivity to the populations we service by responding respectfully and effectively to people of all cultures, socioeconomic characteristics, languages, classes, races, ethnic backgrounds, religions, and other diversity factors.
  • Valid Wisconsin driver’s license and liability insurance.
  • Ability to use vehicle for work related duties according to the agency’s insurance liability standards.
  • Knowledge of generally accepted advocacy and counseling theories or models relative to individual and group counseling strategies, therapeutic recreation, crisis intervention and management, sources of referral; and of matters relative to alcohol and other drug abuse/addiction, parenting and child management, physical restraint, group supervision human growth and development, and human sexuality.
  • Ability to interpret program deficiencies and develop an active plan for improvement as needed.

  • Licensed by the state of Wisconsin as LCSW or LPC preferred.

Responsibilities

  • Ensures fiscal viability of program services.
  • Maintains a high level of integrity & program quality through quality improvement, accreditation, licensing, & internal monitoring processes.
  • Provides direct supervision and staffing by conducting weekly and individual meetings as required by contract. Evaluates and mediates clients concerns and complaints.
  • Ensures a high quality of staffing through proactive and equitable screening, hiring, evaluation, training, and discipline practices.
  • Serves as a member of agency management, ensuring equitable treatment of staff through consistent application of Agency Human Resource processes.
  • Ensures timely completion of program-related documentation and timely submission to contractors as requested, including reviewing weekly documentation and billing.
  • Monitors and continuously improves program services resulting in increased program performance, client satisfaction, and achievement of contracted and agency-established program outcomes.
  • Participate as a member of the recovery team by attending team meetings, developing rapport with youth and families and their team members, support in assessing and determining the youth and family’s needs and providing recommendations to identify and address barriers to recovery and utilizes the full range of approved services to meet clients' needs.
  • Participates in all agency-wide and contractor required committees, trainings, and meetings.
  • Provides ongoing client consultation to lead staff and direct service staff.
  • Assists as needed with conducting assessments, developing community treatment plans, ensuring timely and comprehensive care for all consumers/clients.
  • Cultivates and maintains positive and productive relationships with community/contractual partners.
  • Ensures accurate and timely dissemination of information to program staff.
  • Supports the goals, mission and vision of the agency at all times.
  • If licensed, may provide backup for MHP support based on agency needs as well as provide clinical supervision for interns and other agency programs as needed.
