About The Position

The Program Manager, Rapid Rehousing will be responsible for overseeing program staff, ensuring program effectiveness, and maintaining compliance with HUD regulations. This role involves establishing collaborations with external agencies, managing program finances, and ensuring the confidentiality and accurate record-keeping of participant files. The position requires strong leadership, organizational, and communication skills, with a focus on serving vulnerable populations and upholding the guiding principles of the Primavera Foundation.

Requirements

  • Bachelor’s degree in Social Service or related human services field, or a combination of education and experience.
  • Two years of progressively responsible leadership and management experience in the nonprofit or for-profit sectors.
  • Two years of experience working with people experiencing mental health, substance use, and/or housing insecurities, other trauma-related work experience, or direct service.
  • One year of fiscal cycle grant and contract management.
  • Knowledge of Rapid Re-Housing (RRH) programs and/or previous experience working within a housing program.
  • Computer proficiency with Microsoft Windows: Outlook, Word, Excel, PowerPoint; the internet, and a minimum of 2 years’ experience using a database to maintain client data.
  • Ability to organize and prioritize work, perform multiple tasks, meet deadlines, and coordinate work efforts with other staff members.
  • Ability to plan, prepare, project-manage, and successfully carry out assigned projects and administrative functions.
  • Ability to think strategically, set a positive tone, and make appropriate management-level decisions with minimal supervision.
  • Demonstrate effective leadership qualities and skills, including motivation and empowerment of staff, productive problem-solving, conflict management, performance management, and the ability to create and maintain positive organizational culture and a productive work environment.
  • Highly effective verbal and written communication skills.
  • Ability to work with diverse cultural backgrounds, people of diverse socio-economic statuses including those experiencing homelessness, and with other marginalized and vulnerable populations.
  • First Aid/CPR certification or ability to obtain within 90 days.
  • Level one fingerprint clearance card from the State of Arizona or ability to obtain within 6 months.
  • Reliable transportation, a valid driver’s license, a clean driving record, and proof of current registration and insurance coverage.

  • Four years of progressively responsible leadership experience working with not-for-profit community-based organizations/programs focused on affordable housing, community development, serving people experiencing homelessness and/or those living in poverty.

Responsibilities

  • Hire, supervise, and evaluate program staff, providing guidance and mentorship.
  • Review and evaluate departmental activities, progress, and capacity, implementing changes for increased effectiveness.
  • Establish and maintain collaborative working relationships with other Primavera programs and outside agencies, focusing on landlord and property management engagement.
  • Participate in community Continuum of Care and Coordinated Entry functions.
  • Ensure the program serves eligible participants, adhering to HUD documentation and record-keeping guidelines, and maintain program compliance with HUD regulations.
  • Conduct monthly audits of program participant files, maintaining 95% compliance.
  • Facilitate tracking for the program with 100% accuracy, and conduct monthly reconciliation and reporting to funders.
  • Maintain 100% accuracy in financial processes, adhering to eligible costs per HUD regulations and internal expenditure workflows.
  • Update and maintain program support materials such as forms and electronic files.
  • Ensure confidentiality standards are upheld for all program participants.
  • Maintain statistical data as required by grant funding sources.
  • Participate in trainings, team meetings, and other organizational events.
  • Model professional workplace behavior and standards, and demonstrate Primavera Foundation’s guiding principles.
  • Other duties as assigned by leadership.
