About The Position

Under general direction from Field Activity management, the Training Program Manager manages all aspects of the overall formal Field Activity Specialist Team (FAST) training program, to include the classroom-based FAST Field Training Academy and the 12-week FAST field training program. Responsible for identifying and addressing FAST Academy training needs and agency safety training needs in collaboration with subject matter experts. Responsible for developing, testing, deploying, and tracking compliance for a variety of initial and recurring security, first aid, counterterrorism, crime prevention, and public and agency safety training programs and curricula. Also identifies and evaluates new training courses/opportunities to increase team performance. While the FAST Training Program Manager manages the overall training program, they also coordinate, collaborate and provide administrative direction to FAST Field Training personnel. Actively tracks weekly, monthly, and other training milestones, as well as candidate progression within the field training program and FAST Academy. Manages FAST training records in concert with the agency Learning Management System (LMS), offering support and maintenance of content, assets, and other resources used for instructional functions. Serves as the point of contact between the Public Safety and the agency Learning & Development team for training programs and module development and management. This position is expected to manage the training needs of over 70 operational personnel working across multiple zone-based locations. Proper management and development of all aspects of FAST training programs is critical for program success.

Requirements

Bachelor’s degree in Criminal Justice, Education, Business Administration or closely related field.
Five years of experience in public safety or security, state, local, or federal law enforcement training, program coordination/management and content/curriculum development and data management; OR an equivalent combination of education and experience.
Valid state driver's license. This position is responsible for occasional local travel to locations that might not be accessible by public transportation.
Ability to deliver training subject matter to groups in a classroom and semipublic settings.
Ability to manage large programs, track processes, audit results, and implement corrective actions.
Ability to create, deliver, and evaluate training course materials.
Ability to speak in public, in front of small to medium sized crowds.

Responsibilities

Manages all aspects of the formal FAST classroom (“FAST Academy”) and field-based training programs, to include content and curricula development and review, classroom, instructor, and training scheduling, instructional materials review and preparation, and training records management. Training involves not only FAST specific operational activities (patrols, report writing, data gathering, vehicle towing program, crowd management, security radio operations and procedures, Computer Aided Dispatch usage, etc.), but also transit/rail safety, First Aid/CPR, and external training.
Coordinates, schedules and manages cross-over training opportunities with other agency stakeholders and First Responder Agencies (Police, Fire, and EMS).
Collaborates with FAST Management and Supervisors to continually improve FAST training and identify external training opportunities/classes. Prepares and tracks budget requests related to external training vendors.
Communicates and collaborates with stakeholders and departments to identify training needs in support of the overall FAST Academy and safety training programs; reviews, evaluates, and modifies existing and proposed programs within the larger safety training portfolio; recommends appropriate changes.
Coordinates the schedules of FAST Field Training personnel to act as classroom instructors and field trainers.
Ensures all operational FAST personnel complete initial and recurring safety and security training/certifications and coordinates the maintenance of relevant training records in the agency LMS.
Leads all curricula and instructional material reviews and updates as required by changes in FAST operating procedures and task assignments.
Identifies and communicates FAST training opportunities for process and quality improvements, providing feedback on usage, defects, and suggested enhancements.
Develops, drafts and prepares for approval all FAST policy documents establishing training requirements for operational and administrative personnel.
Coordinates ad hoc or supplemental training needs identified in FAST and safety After Action Reviews. Coordinates, tracks, and completes all training-related Corrective Action Plans (CAPs) for FAST.
Maintains the library of current FAST training materials and curricula as well as the archive of past training materials.
Manages the response to all Public Disclosure and Legal requests for FAST training records and curricula.
Develops, deploys, and tracks courses within the LMS and in-person using adult learning principles for all levels of LMS users, using appropriate media, product information, and other technical LMS features.
Updates and manages the FAST Academy, field training and overall safety training program within the agency LMS (Cornerstone OnDemand (CSOD)). This includes assignment of courses, course content, curriculum creation, roster management, development of FAST training profiles, compliance reporting and the use and implementation of other Cornerstone OnDemand features/tools to create and maintain effective, efficient, and compliant safety training programs.
Uses standard office programs and tools (MS Office Suite, Power BI, etc.) to prepare and provide training-related reports and data to FAST and Public Safety management.
Provides training related to briefings to FAST and Public Safety management.
Engages with FAST and Public Safety administrative support entities on all training-related budget and logistical support requests.
Identifies agency safety training, eLearning resources/vendors with subject matter expert input and purchases/develops, tests, deploys, and tracks compliance for FAST related eLearning safety and security courses.
Coordinates all requests for FAST provided training and briefings from stakeholders and external entities.
Troubleshoots FAST Academy and safety training related LMS system issues. Serves as the subject matter expert and main point of contact to resolve training and system issues.
Serves as a liaison with the IT Service Desk and LMS administrator for LMS support issues related to FAST training and safety training.
Partners with HR LMS Administrator and IT to prepare, setup, test, and to rollout additional features of CSOD such as expanded functionality and automation of the LMS to support FAST and safety training programs.
Audits FAST and safety training records for accuracy and completion and follow-up with departments as needed for corrections.
Creates dashboards and formats status reports for regularly accessed FAST training and safety training data from the system. Designs and runs training reports as needed.
May serve on training-related committees or work groups.
