About The Position

The Workforce Planning Program Manager works cross-functionally to solicit, consolidate, analyze, and develop Networks Operations internal and external resource forecasts. This role manages and produces reporting to ensure Networks Operations achieves headcount and personnel targets, including overtime and capitalized labor financial targets. The Program Manager will monitor and track cross-functional arrangements required to address emerging needs and close talent gaps. A strong candidate must possess excellent negotiation skills and the ability to collaborate effectively.

Requirements

  • Bachelor’s degree in Business, Human Resources, Information Technology, or related field.
  • At least 8 years of experience in workforce management, finance, or a related area.
  • Working knowledge of utility industry regulation.
  • Proficiency in Microsoft Office Tools (Excel, Power Point, Word, Power BI).
  • Analytical and problem-solving skills.
  • Ability to convey complex issues and/or solutions to staff and business unit management and employees.
  • Ability to work independently, manage multiple priorities and tight deadlines.
  • Strong ability to prioritize work and maintain good judgment in a rapidly changing environment.
  • Strong interpersonal and communication skills; able to communicate and collaborate effectively and regularly with colleagues at all levels within the organization.
  • Ability to articulate with senior leaders (vice-presidents, directors, etc.).

Nice To Haves

  • Master/MBA degree preferred.
  • Proficiency with SAP fundamentals and processes preferred.

Responsibilities

  • Control, direct, and oversee Networks Operations headcount and external resources activity, including preparation and management of budget/REV/monthly reporting. Monitor variance root cause, identify plans for course correction, and escalate information as needed.
  • Control promotions and organizational changes versus budget/REV and analyze financial impact to ensure alignment with financial targets.
  • Develop, manage, and enhance metrics to track Networks Operations performance. Identify trends, produce ad-hoc analysis as needed, and proactively engage with functional senior management to support greater enterprise value creation.
  • Collaborate with HR Business Partners in developing workforce plans.
  • Evaluate, recommend, and approve incremental internal labor required of current functions or internalization of activities that become core.
  • Establish the necessary process for position approval, changes, roles, and responsibilities within workforce management.
  • Perform reconciliation and integration of existing and new partial resource plans to build comprehensive business cases aligned with regulatory, operational, and quality requirements, as well as financial LTO needs.
  • Build a Long-Term Plan for Workforce, aligned with Rate Case, Union Agreement, company growth, productivity, and efficiency.
  • Ensure that every initiative/budget/review is communicated properly to leaders and impacted employees.
  • Control, direct, and oversee Networks Overtime and Capitalized Labor, including preparation and management of budget/REV/monthly reporting. Monitor variance root cause, identify plans for course correction, and escalate information as needed.
  • Develop and apply Avangrid processes and procedures related to steps required for the contractor’s hiring process and contractors’ compliance.
  • Control contractors’ promotions and organizational changes versus baseline and analyze financial impact to ensure alignment with financial targets.
  • Establish the necessary process for contractors’ approval, changes, roles, and responsibilities within workforce management.
  • Work with Contract Management for current and future needs in the Embedded Contractors Frameworks.
  • Supervise and continuously improve contractor recruitment operations, gatekeeper approval workflows, contractor systems and data governance, and cross-functional stakeholder engagement to ensure efficiency, compliance, and business alignment.
  • Resolve any agency, SME, or business issues, providing support as needed.
  • Engage with different stakeholders: Agencies, Hiring Managers, SMEs, IT, HR, Advanced Planning, etc.
  • Identify process efficiencies and automations.
  • Assist in organizing and maintaining databases or utilizing existing systems.
  • Assure that information regarding the status of contractors and positions is documented, including history.
