The Contractor will perform a wide range of acquisition management activities to include pre- and post-contract award and milestone reviews in support of existing and future Global Hawk international programs. The Contractor will assess the quality of the program’s prime contractor’s plans and work products in the areas of Unmanned Aerial Vehicle (UAV) logistics and sustainment processes, issues, Special Test Equipment (STE), common tools, Peculiar Support Equipment (PSE), Common Support Equipment (CSE), Technical Orders (TOs), special facilities requirements, and Unmanned Aerial Vehicle (UAV) software products. The Contractor will assist with Unmanned Aerial Vehicle (UAV) base planning, site activation, training, and manpower estimates. The Contractor will interface with international customers, program’s prime contractor, SAF/IA, AFMC, other AFMC centers, National Security Agency (NSA), USN, Air Force Security Assistance Training Center (AFSAT), and the Air Force Security Assistance Directorate. The Contractor will apply an understanding of both the FMS and Direct Commercial Sale (DCS) processes, policies, regulations, including exportability processes, to assess risks and resolve The Contractor will possess or be able to obtain a US Collateral Secret security clearance, NATO Secret clearance, and a valid United States Government (USG) passport on the first day of the contract and be able to travel to CONUS or OCONUS locations as needed to support the delineated tasks. The Contractor will act in a backup capacity assisting in preparing CONUS and OCONUS travel arrangements and travel vouchers using the Defense Travel System (DTS). The Contractor will interface with international staff using specified configuration management processes to answer requests for information, perform risk analyses, and assist with resolution of program issues. The Contractor will apply acquisition management knowledge to assist international partners on assessing the risks associated with Direct Commercial Sales (DCS) and FMS cooperative development programs. The Contractor will maintain awareness of the project contract requirements and evaluate impacts of these requirements to the overall health of the Global Hawk weapon system.The Contractor will apply acquisition management knowledge to advise international partners on the risks associated with Global Hawk weapon system FMS and Direct Commercial Sales (DCS) acquisition programs. The Contractor will assist with planning, organization, and control of these case requirements, as well as planning for future sustainment support, and any future case requirements. The Contractor will assist in management of cost, performance, and schedule aspects of USAF responsibilities for the Global Hawk weapon system acquisition. The Contractor will maintain awareness of FMS and Direct Commercial Sales (DCS) contract requirements and evaluate impacts of these requirements to the appropriate international business case and the overall health of the Global Hawk weapon system. The Contractor will assist in planning and integrating a capabilities roadmap for the Global Hawk weapon system acquisition to support long-term viability, cost-sharing, and interoperability effectiveness. The Contractor will assist to plan, organize, and communicate opportunities to synchronize USAF Global Hawk modernization and Engineering Change Proposal (ECP) development activities together with Global Hawk weapon system modernization plans including international joint interests in Global Hawk technology insertion opportunities.The Contractor will assist in Letter of Offer and Acceptance (LOA) and the program’s weapon system prime contract modifications in concert with contracting and finance personnel for additional/updated capabilities selected for inclusion into the FMS or Direct Commercial Sale (DCS) case. The Contractor will assist the international Global Hawk Operations Working Group (OWG) to organize and conduct periodic in-country site/equipment surveys. The Contractor will participate in international Global Hawk site activation task force planning activities required for successful in-country delivery, bed-down, and demonstration of Global Hawk weapon system initial operational capability.The Contractor will assist in US foreign disclosure request processes and export control duties to safeguard Global Hawk critical technologies. The Contractor will monitor Letter of Offer and Acceptance (LOA) lines being performed by other AFMC centers to assure continued coordination of development planning of follow-on Global Hawk capabilities, modernization, and interoperability The Contractor will assist the program office security team to coordinate capability modifications affecting the export compliance surveillance and continuity program. The Contractor will assist in planning, preparation of pricing and availability and Letters of Offer and Acceptance (LOAs), organization, coordination, communications and execution control of the international Global Hawk weapon system acquisition.
