About The Position

The LA County Board of Supervisors has ratified a Proclamation of Local Emergency due to windstorms and wildfires. The County is seeking qualified and passionate individuals to assist in mobilizing resources and support for residents' recovery and rebuilding efforts. The Department of Public Works is looking to fill emergency Program Manager II vacancies related to this natural disaster. Under the emergency order, applicants meeting requirements may be hired for an initial period of up to 90 days, with an opportunity for permanent County employment. Performance during the initial work period will be assessed and weighted 100%. Successful candidates will be considered for permanent appointment.

Requirements

  • Graduation from an accredited four-year college or university with a Bachelor's degree AND three years of experience in a general administrative staff capacity analyzing and making recommendations for the solution of problems of organization, systems and procedures, programs, facilities planning, budget or personnel. One year of the experience must have been directly responsible for the implementation of program goals.
  • A Master's degree or higher from an accredited graduate school will be accepted for one year of the experience.
  • One year of experience in the County of Los Angeles as a Program Manager I.
  • A valid California Class C Driver License is required.
  • Must provide verification of driver license and a copy of driving record from the California State Department of Motor Vehicles before final appointment.
  • License must not be currently suspended, restricted, or revoked.
  • General administrative staff capacity is defined as: Assisting management by performing research, analysis and making recommendations on use of personnel, allocation of funds, workload and workload fluctuations, and programs and procedures for accomplishing departmental objectives.
  • To qualify, applicants must have County status as a Program Manager I evidenced by holding such payroll title in the County of Los Angeles for the required period of time. No out-of-class experience will be accepted.

Responsibilities

  • Assists the Program Director in formulating and developing plans, policies, and projects for the program.
  • Directs the work of non-professional staff and coordinates the activation of professional and technical staff in implementing program policies and goals, including developing new methods and procedures.
  • Directs the recruitment and hiring of non-professional personnel.
  • Maintains liaison with various agencies and organizations, including County departments, local, State, and Federal agencies, community agencies, and other public and private parties.
  • Prepares grant requests, develops budget requests, maintains fiscal control, and directs the maintenance of an accounting system for reporting and auditing purposes.
  • Develops statistical and accounting procedures, and ensures adequate reporting systems are set up to meet funding and program evaluation requirements.
  • Prepares and administers contracts for services with outside agencies.
  • Arranges for adequate space, facilities, and equipment for all program operations.
  • Directs studies of workload requirements and makes staffing adjustments.
