The Office of Economic Opportunity and Compliance (EOC) exists to promote economic opportunity, growth and engagement in communities across N.C. to ensure stakeholders have access and opportunity to participate in transportation programs. EOC is responsible for advocating, administering, implementing, and monitoring the Department’s Title VI Nondiscrimination Program, Disadvantaged Business Enterprise (DBE) program, Unified Certification Program, Small Business Program, Equal Opportunity Contractor Compliance Program, Americans with Disabilities Act Program, On-the-Job Training (OJT) Program, and University Collaborations/HBCU Outreach. The ADA / Title VI Manager is responsible for implementing the ADA program and the Title VI Nondiscrimination Program for NCDOT. The position is responsible for planning short- and long-term goals and setting overall work priorities for both programs which are federally required, comprehensive, multimodal programs. The Title VI program includes Program Administration and Reporting, Equal Access for All regulation, and external discrimination complaint investigations as its primary components. The ADA program includes NCDOT sub-recipient compliance reviews, inaccessibility discrimination complaint investigations, and overall all departmental accessibility to people with disabilities. Both the ADA and Title VI programs are applicable to all Departmental programs and activities; consequently, the Manager has a consultative role, providing guidance, instruction, and technical assistance to NCDOT leaders, business units, subrecipients and contractors to help the Department meet its internal and external ADA and Title VI responsibilities. The position also engages with community stakeholders and external organizations directly associated with the program areas. The Manager may also serve as Title VI Coordinator, the Departmental liaison who represents NCDOT in Title VI conversations and coordination with federal oversight agencies, such as the Federal Highway (FHWA), Transit (FTA), Motor Carrier Safety (FMCSA), and Aviation (FAA) Administrations. The Manager may serve as the NCDOT ADA Coordinator representing NCDOT in all ADA matters including those with federal oversight agencies. Pertinent directives under the Program include, but are not limited to, the Americans with Disabilities act, Title VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, FTA Circulars 4702.1B and 4703.1, FAA Order 1400.11, FMCSA’s 49 CFR 303, ADAAG 2010 and PROWAG. This position develops policies, plans, reports, correspondence, briefing materials for management, and ensures highly complex investigative reports and compliance review reports prepared by subordinates are thorough and consistent with Federal and/or Departmental guidelines. The manager supervises the day-to-day activities and performance of a team of professionals and ensures that services are appropriately delivered internally and externally.
