About The Position

This is a time-limited position. It is full-time (40 hours per week) with State Benefits for a limited time. Although the length of time this position will be active cannot be determined, it has the potential to extend up to 3 years (36 months). The HOMES Rebate Program provides financial incentives for whole-home energy efficiency retrofits, while the HEAR Grant Program focuses on rebates for high-efficiency electric appliances and associated projects, with an emphasis on serving low- and moderate-income residents.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and three (3) years of program experience related to the area of assignment, including one year of supervisory program experience; or an equivalent combination of training and experience.

Responsibilities

  • Manage the implementation of the HOMES and HEAR programs.
  • Oversee the $209 million in funding activities across programs, integration of new and complex federal guidelines, procurement, compliance, public outreach and reporting.
  • Supervise a team of up to six staff members.
  • Collaborate with federal, state, and local partners to ensure successful implementation of these new programs with a phased approach, prioritizing low income, high energy burdened and rural populations.
  • Work with the program Implementer and Special Projects Manager to accomplish the goals of the programs’ implementation plan and associated “tranches”.
  • Prepare legislative reports, presentations, and represents the State Energy Office on miscellaneous committees and internal/external work groups.
  • Lead the team to ensure program compliance assurance, budget adherence, and Implementer oversight.
