About The Position

The NC Department of Health and Human Services (DHHS), in collaboration with its partners, protects the health and safety of all North Carolinians and provides essential human services. The Children's Developmental Services Agency (CDSA) is part of the Early Intervention Section of the Division of Child and Family Well-being in DHHS. The CDSA is the lead agency responsible for the oversight of the administration of the North Carolina Infant-Toddler Program (NCITP), a federally mandated program under Part C of the Individuals with Disabilities Education Act (IDEA), that serves eligible children from birth to age 3 with or at-risk for developmental disabilities. The CDSA ensures that evaluation, treatment supports and early intervention service coordination and supports are available within a multi-county catchment area and that children eligible for the program receive recommended services either through a network of enrolled early intervention service providers or directly from the CDSA. Primary Purpose of the Position: The Assistant Director has the responsibility of ensuring that all aspects of evaluation, treatment and service coordination/case management services are coordinated and integrated to ensure quality and compliance with Federal and State regulations for the NC Infant-Toddler Program. The Assistant Director provides supervision of professional staff members as related to the evaluation, treatment, and coordination of services for children with developmental disabilities and their families. The Assistant Director proposes and helps develop policies and procedures as they relate to client services and day-to-day operations. The Assistant Director monitors quality and quantity of the agency's evaluation, treatment and service coordination services. The Assistant Director is responsible for the supervision of Habilitation Program Supervisors and Team Leader Supervisors, who provide overall supervision for direct-service staff in the CDSA catchment area. The Assistant Director is responsible for agency development and training under the direct supervision of the CDSA Director. Duties include travel within the catchment area of the Children's Developmental Services Agency (CDSA) of Western North Carolina which serves Buncombe, Madison, Transylvania, Henderson, Cherokee, Swain, Haywood, Jackson, Macon, Clay, and Graham Counties.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and three (3) years of program experience related to the area of assignment, including one year of supervisory program experience; or an equivalent combination of training and experience.

Nice To Haves

  • Experience with managing, hiring, training, and supervising staff that provide services to young children who have developmental disabilities or delays.
  • Considerable knowledge of Part C of IDEA and the North Carolina Infant-Toddler Program.
  • Experience working with programs associated with young children who have developmental disabilities or delays.
  • Experience in establishing and maintaining effective working relationships with internal staff, as well as staff from local agencies, as well as clients, general public, and contract service providers.
