About The Position

CORMAC is seeking an experienced Program Manager to provide strategic leadership, operational oversight, and successful execution of complex federal healthcare technology initiatives. This role is responsible for managing program performance across cost, schedule, quality, risk, compliance, and customer satisfaction while leading multidisciplinary teams operating within modern Agile delivery environments. The Program Manager will serve as the primary liaison between executive stakeholders, customer representatives, and delivery teams, ensuring successful execution of technology modernization, application development, operations and maintenance, cloud-based solutions, and data-driven initiatives. The ideal candidate is a proven leader with experience managing large-scale federal IT programs, directing cross-functional teams, and driving delivery excellence within highly regulated environments.

Requirements

  • Bachelor's degree in Business, Information Technology, Computer Science, Health Informatics, or a similar field
  • Must be a U.S. Citizen
  • Must be able to obtain a Public Trust (Tier I) Clearance
  • Minimum of 10+ years of progressive experience managing complex IT programs, including prior experience as a program or project manager on federal contracts
  • Demonstrated experience leading multiple Agile teams under SAFe, Scrum, or Kanban, including release planning and stakeholder feedback loops
  • Experience managing the full application lifecycle for cloud-hosted applications, including operations and maintenance and production support
  • Working knowledge of Centers for Medicare & Medicaid Services (CMS) programs, with familiarity with quality reporting, Medicare data.
  • Experience managing to federal security and compliance requirements such as FISMA, FedRAMP, NIST, and HIPAA
  • Strong written and verbal communication skills, with the ability to brief Government leadership and manage multiple priorities in a fast-paced, highly regulated environment

  • Master's degree in a relevant field
  • Experience supporting CMS quality reporting programs such as Hospital, Hospice, Nursing Home, or Post-Acute Care Quality Reporting Programs
  • Experience with CMS AWS Cloud environments and CMS enterprise authentication frameworks (HARP/IDM). Hands on hands-on AWS skills will be a huge plus
  • Project Management Professional (PMP), SAFe Program Consultant (SPC), or equivalent certification
  • Experience managing programs operating under CMMI Maturity Level 3 and ISO 9001 quality processes
  • Experience managing CPARS-reviewed federal contracts and Firm-Fixed-Price or Time-and-Materials contract structures
  • Experience introducing AI/LLM-enabled tooling into delivery workflows in a federal setting

Responsibilities

  • Provide overall management and executive oversight of CMS, including contract performance, staffing, financials, risk management, and reporting to the stakeholders
  • Lead and coordinate multiple Agile sprint teams and Kanban teams (for example quality measures, reporting and dashboards, data operations, DevOps, and security) using the SAFe framework
  • Serve as the primary point of contact for CMS program office staff and ensure continuous, transparent collaboration, including on-site engagement in Baltimore, MD when needed
  • Plan and sequence work around the annual federal rulemaking cycle and mandates such as the ACA and the IMPACT Act, incorporating policy changes and shocks into operations and maintenance schedules
  • Oversee management of the CMSmeasure inventory and the impact assessment of new, modified, or removed quality measures across provider types
  • Govern integration dependencies across the provider demographic data sources, and the CMS AWS Cloud environment
  • Oversee Tier 3 production support through ServiceNow, including incident and problem management, root cause analysis, and coordinated deployments
  • Ensure deliverables and platform operations comply with FISMA, FedRAMP, ARS 5, ATO requirements, Zero Trust directives, HIPAA, NIST, and Section 508 accessibility requirements
  • Conduct Monthly Project Reviews and executive oversight briefings, and maintain project controls, quality management processes, and knowledge transfer practices aligned to CMMI Maturity Level 3 and ISO 9001
  • Evaluate and govern responsible adoption of AI-enabled tooling to improve software development efficiency and reduce manual review effort
